Proposed zoning changes for the city — part of Mayor Eric Adams’ push against what his team characterizes as archaic rules, hamstringing businesses — are heading toward approval.

The City Council’s land use committee is expected to approve the Adams administration’s “Economic Opportunity” proposal on Wednesday with modest tweaks. The full Council is almost certain to give its approval next month.

The proposal includes allowing commercial spaces above residences and dancing in music venues, among many other things.

If approved, it would mark the administration’s second major victory in its “City of Yes” zoning overhaul.

  • Leaders of the NYPD sought to justify what appeared to be a heavy-handed crackdown on pro-Palestinian protesters in Bay Ridge on Saturday. Video shared on social media showed police officers punching, shoving and roughly engaging with the demonstrators. Critics are asking if the department wavered from its commitment to a federal settlement last year — which went into effect this February — that’s meant to protect demonstrators’ First Amendment rights, and limit police violence. But City Hall says the 41 arrests, with all but two people hit only with minor charges, were simply a response to lawlessness, and “any suggestion otherwise is simply untrue.” 
  • Families and students at Park Slope’s Cyberarts Studio Academy (CASA) say that the school forced immigrant students to transfer to another school after failing the English Language Arts Regents exam, Chalkbeat reports. Three staffers at the school said the students would have been able to graduate from CASA with more time — and that they suspected the students were pressured to transfer because if they did not get their degree this school year, it would harm the school’s four-year graduation rate.

Compost Sites Salvaged

Thanks to city budget cuts, GrowNYC community composting collection at city greenmarkets ended this week — but with the help of donors, two downtown Manhattan sites run by the Lower East Side Ecology Center will carry on through the end of 2024.

New Yorkers can still drop off food scraps, plant trimmings and other organic materials at the Union Square Greenmarket and Tompkins Square Greenmarket.

Dropping off food scraps with the Ecology Center ensures they are composted — that is, turned into nutrient-rich soil.

  • Saturday, May 25: NYC beaches open for the season.
  • Saturday, May 25 and Sunday, May 26: “Waves, all that Glows Sees,” a special interactive family performance celebrating the sea. Tickets are $10-17 (Saturday shows begin at 1 and 3 p.m., and the Sunday show at 2:15 p.m.) at Flushing Town Hall in Queens.
  • Monday, May 27: Green-Wood Cemetery’s Memorial Day Concert, featuring the high-school musicians of the ISO Symphonic Band at Third Street, led by music director Paul Corn and hosted by guest conductor Brian P. Worsdale. Free ($10 suggested donation) from 2 to 3:30 p.m. at Green-Wood Cemetery.

THE KICKER: “The Portal,” an installation with a livestream connecting New York and Dublin, has returned after being temporarily shut down due to “inappropriate” behavior.
