Dear New Yorkers,

When Inna Malamura and her young daughter Polina came to New York City two years ago after fleeing the war in Ukraine, they shared a one-bedroom apartment with three other people in Brighton Beach.

Malamura, 39, had no job, just one suitcase of clothes, spoke no English, and could barely afford basic items like a cell phone.

Her life has totally changed since. She now works as a marketing assistant for a doctor in Brooklyn who also immigrated from Ukraine, lives in her own one-bedroom apartment and can converse in English.

“We are so happy,” Malamura told THE CITY last week. “We just bought a television.”

Malamura and her daughter are two of an estimated 27,000 Ukrainian immigrants who are seeking to resettle in New York City — and one of more than million immigrants the Biden administration has permitted into the country via the use of humanitarian parole, which allows some without visas to temporarily reside and work in the United States.

“It’s not a promise of long term immigration or a green card,” Malamura said. “But it does give me work authorization and a social security number — basically everything a person with a green card would have.”

That all could change after the next presidential election on Nov. 5, since Republican presidential candidate Donald Trump has threatened mass deportations of immigrants if elected.

Our Other Top Story

  • A seaweed nursery. In-sink wastewater treatment. Man-made floating marshes. Those are just some of the initiatives aiming to advance solutions to the climate crisis that are taking shape in a real-world laboratory: Governors Island. It’s part of a program spearheaded by the Trust for Governors Island. Six initiatives received $10,000 grants, plus access to a shared pool of $100,000. The projects are on view this weekend.

‘Equal Rights’ Back on Ballot

The ballot measure to add the Equal Rights Amendment to the state’s constitution is back for the November election, the state’s highest court has ruled.

In a decision released yesterday, the New York Court of Appeals declined to hear an appeal by Republicans that aimed to get the measure off voters’ ballots this year. The GOP-backed suit had argued that Democrats did not follow proper procedure when they moved to create the ballot proposal in July 2022.

The Court of Appeals, however, said that there is “no substantial constitutional question” and let a lower court’s decision stand, which sided with the Democrat-controlled State Senate.

The proposed amendment would add pregnancy, pregnancy outcomes, reproductive health care, gender identity and other categories and classes to those protected from discrimination in the state constitution. Democrats had created the proposal as a way to protect abortion rights in New York following the overturning of Roe v. Wade.

Inflation Hotspot

Thursday’s national news on inflation couldn’t have been better. Prices in June rose only 3% over the last 12 months, the lowest rate in a year. The data was better than expected and sparked talk that the Federal Reserve Board could start cutting interest rates in the fall.

But that’s not the story in the New York area. Prices rose 4.2% over the past year, continuing a new pattern in which inflation was higher here than nationally. The major reason is that housing and energy prices rose in New York while they were stable or declining elsewhere.

The difference in inflation rates will be a major drag on the local economy. While wages in the rest of the country have increased more than prices, pay has not kept up with prices in New York, especially for lower-paid workers, eroding consumer purchasing power.
