EU leaders meet early today to kick off the usual summit in Brussels, where migration is expected to dominate the agenda — and cause quite some disagreement while they're at it. But how useful is this debate really? The 27 will also discuss support for Ukraine, the crisis in the Middle East, the latest developments in Georgia, Moldova and Venezuela, and how to boost the EU's competitiveness (although this last topic will be the main subject of the informal meeting of EU leaders in Budapest in early November).

Also today, MEPs and commission officials discuss the impact of the European Court of Justice (ECJ) ruling on EU fisheries agreements with Morocco. The court ruled that these were unlawful on the grounds that the deals covered Western Sahara, a disputed territory south of Morocco, without the consent of the Sahrawi people. EU competition chief Margrethe Vestager will address MEPs in the tax subcommittee to talk about the €13bn Apple tax case and its implications. MEPs in the foreign affairs and development committee will vote to shortlist three finalists for the 2024 Sakharov Prize. The nominees by political groups are Venezuela’s opposition leaders María Corina Machado and Edmundo González Urrutia, Israel/Palestine associations “Women Wage Peace" and "Women of the Sun", billionaire Elon Musk, Azerbaijan’s Dr Gubad Ibadoghluand and a group of Palestinian journalists.
