Dear New Yorkers,

They haven’t come close to fulfilling Gov. Kathy Hochul’s goal of helping 150 people victimized by the state’s old, racially biased drug laws enter the legal cannabis business. In fact, some people they’ve assisted fear their dispensary dreams are collapsing.

But the three managers of a public-private loan fund established to carry out the social mission of New York’s sweeping cannabis legalization program are doing just fine.

Records obtained by THE CITY show that they earned $1.7 million over the most recently tallied 12-month period, and stand to make millions more in years to come.

In other words: They’re profiting even though the New York Cannabis Social Equity Investment Fund has faced charges of predatory lending, secrecy and mission failure. 

By a conservative estimate computed by THE CITY, the managers’ longterm haul could easily come to $15 million over a decade.

  • The city’s two juvenile centers are overwhelmed, according to a report released yesterday by the Department of Investigation. The report said that a 2017 measure that brought 16- and 17-year-olds into the juvenile justice system — rather than the adult system — had made the centers overcrowded and more violent. But the city’s child welfare agency said the report doesn’t reflect the “current improved status,” citing increased supportive programming and restorative work with youth.
  • The New York Liberty celebrated their WNBA championship at a ticker-tape parade in Lower Manhattan yesterday, and fans young and old turned out to cheer. “It’s really cool to see that girls just like us who used to watch the WNBA and cheer on and wish to be there, end up going there,” Drew Moore, 12, told THE CITY.
