For a regional mobilization against war and the militarism that produces
it ---- The Russian invasion of Ukraine, in Eastern Europe, and the
Israeli attack on the occupied territories, in the Middle East, are the
effects of a crisis of the international order based on the central role
of the United States and the countries adhering to NATO, established
after the fall of the Soviet Union. ---- The entry of China into the
international context and the new protagonism of Russia have called into
question the hegemonic role of American imperialism and European
countries; new political and military balances are being redefined in
the various strategic areas of the world with the aim of managing the
supply chains of raw materials. In this climate of international
destabilization, war is the instrument for the affirmation of these new
balances and the prospect of a world conflict is becoming increasingly
threatening.
The risk of using nuclear weapons is the order of the day and the rush
of states to increase military spending is now involving all the major
world powers: the United States, China, Russia, Europe, Japan, no one is
excluded.
While the funds available for social services, such as healthcare and
schools, are being cut, the Italian state spends 1.46% of GDP on
military spending with the prospect of increasing spending to 2% of GDP.
Italy is involved in 37 international missions for which it spends over
1.4 billion euros.
The Italian territory is interested in a new militarization with the
construction of new barracks (see green barracks) and the expansion of
areas intended for military bases and shooting ranges. University
research is increasingly functional to the arms industry and high
schools are one of the targets of military propaganda to proselytize
young people to introduce them to military life. While the mass media
incessantly hammer away at the necessity of war and the thousand reasons
to face this atrocious adventure, the process of militarization of
society is becoming more acute and the hypothesis of reintroducing
compulsory military service is being raised.
The impact of military activity on the environment and public health is
impressive: pollution of the land by heavy metals, noise and air
pollution, pollution of groundwater, etc. are just some of the effects
that war training work has on people's lives and the ecosystem.
After more than thirty years since the end of the "cold war", our region
continues to maintain the sad record of the most militarized region in
Italy: since the post-war period, an American base has been operational
with the proven presence of nuclear warheads and a possible strategic
target for Russia in the event of war. Several military settlements are
active with dozens of barracks, military ranges, weapons depots and many
areas are subject to military easement constraints.
Friuli V.G. is currently involved in a plan for new military settlements
that includes the construction of n. 4 "green" barracks and the
strengthening of training activities in the shooting ranges with their
consequent expansion. And, in the meantime, the costs of the reclamation
of the disused military areas that have become civil property are being
passed on to local communities.
Faced with this tragic situation, we must reject the role of passive
spectators that has been assigned to us, and become actors in a reversal
of the trend.
We must stop militarism and the threat of global destruction starting
from the places where we live and taking action to jam the war machine.
We are aware that the reconstruction of the processes of brotherhood and
solidarity, the defense of the environment and our health are a good
antidote to imperialist, nationalist, ethnic and religious wars.
With this appeal we aim to build a broad regional mobilization against
war and militarism for Saturday, November 30, 2024 in Malnisio (PN),
where, on the border between the municipalities of Montereale Valcellina
and Aviano, a project for the conversion, reclamation and enhancement of
the territory is underway for the closure of the Cao Malnisio military
polygon.
