As temperatures soar, the population at Rikers Island has swelled to 7,645 people, driven in part by a logjam caused by a strike at state prisons by corrections officers earlier this year.
But a proposal by the Department of Correction to increase bed capacity at some dorms on Rikers was rebuffed Tuesday by the Board of Correction, which sets rules for and conducts oversight of city jails.
“If we don’t get the variance, we will have 130 people without beds,” the department’s Senior Deputy Commissioner Fritz Fragé testified before the board.
Even though a majority voted in favor of the request, the resolution didn’t clear the five-member threshold required.
“Fundamentally, jails are bad places,” opposing member Dr. Robert Cohen, who is resigning from the board, said. “We should not make them bigger and bigger and bigger.”
