Approved at the First National Conference of the Anarchist Groups of
Proletarian Action (GAAP) (Genoa-Pontedecimo, February 24-25, 1951), theDraft Political Line defined in a nutshell the revolutionary
internationalist positions of the newly formed libertarian communist
organization. Its section on International Problems represents the first
document produced by the GAAP on imperialism and war. Faced with the
division of the world into two imperialist blocs dominated by the USA
and the USSR and the looming threat of a third world war, our comrades
of the time defined imperialism as a "unitary and indivisible"
phenomenon. The opposing and converging forces of private capitalism in
the Western camp and state capitalism in the "socialist" camp have been
dividing up world markets since the Second World War and competing for
new areas of economic, political, and military influence in a
substantial balance dictated by their mutual interests, equally
determining the oppression and exploitation of the working class.
Today, as yesterday, capitalism creates its own contradictions through
its development and cyclically resolves its crises with war. Today, as
yesterday, it is up to the global working class-and with it,
anarchist-communist organizations and other forces of the revolutionary
left-to oppose imperialist war by countering it with proletarian
internationalism, antimilitarism, revolutionary defeatism, sabotage, and
desertion, rejecting and countering campist temptations and tendencies.
For these reasons, we believe the GAAP analyses and positions are still
fundamentally valid and relevant, even though they were developed
seventy years ago, within the context of a bipolar world order very
different from today. They are perhaps even more valid today, at a time
when "imperialism, the supreme stage of capitalism," in its multipolar
dimension, has reached its maximum level of expansion and pervasiveness,
giving rise to new phenomena of war, exploitation, poverty, migration,
environmental devastation, and climate crisis.
We offer this short document below for the attention and reflection of
our readers and activists, a useful tool for interpreting the changes
and complexity of today.
