The discriminatory practice of the payment card is part of a broader societal legal development: From right-wing extremists to far-right forces, from influencers on TikTok or YouTube to mainstream political parties, political forces are driving a (social) racist division of society. This division between people with and without German passports and between people with and without sufficient financial resources leads to exclusion in terms of basic needs and the denial of rights and self-determination, as the payment card demonstrates. The material disparities between these groups will thus continue to increase, and neoliberal authoritarian social policies, in times of capitalist crisis, are doing everything they can to exacerbate these inequalities.

In response to attacks on social rights, we advocate for an emancipatory and solidarity-based understanding of the crisis, one in which no one is left behind.

IMPLEMENTATION OF THE CEAS REFORM

At the same time, the national adaptation law for implementing the reform of the inhumane Common European Asylum System (CEAS) is currently being debated in parliament.

The federal states are to establish so-called secondary migration centers. In addition to a residency requirement of up to 24 months, freedom of movement or the radius of movement can also be restricted to the camp by order of the authorities. The camp may then not be left, even during the day. This amounts to detention without a judicial warrant. Violations will result in benefit reductions and the threat of detention pending asylum proceedings. Several forms of detention (procedural detention, deportation detention, and return detention) are also to be introduced. Children and their parents can also be detained.

RESIST TOGETHER!

All these political measures serve to better control refugees by abolishing universal human rights and expanding external control. The aim is to make life as uncomfortable as possible for refugees - while simultaneously allowing these states to directly or indirectly participate in the conditions in the countries of origin. Many of these political decisions are ultimately made and implemented at the state and local levels. Under the directives of the federal government and especially the state, local administration is increasingly shifting to the right.
