Dear New Yorkers,
Dozens of people have gotten sick in an ongoing outbreak of Legionnaires’ disease on the Upper East Side — and records reviewed by The City Reporter show hundreds of Manhattan cooling towers are out of compliance with testing rules intended to curb the illness.
There are 560 towers in the borough that haven’t submitted required tests to the city’s Health Department since at least last year, of which nearly 70% have no record of submitting any test results at all, according to the records. Legionnaires’ is a type of serious pneumonia that can be fatal, though no one has been reported to have died in the current outbreak. The lack of up-to-date testing increases the chances of the disease spreading through mist from contaminated cooling towers.
The Upper East Side cluster was identified in the first week of July and involves three ZIP codes. It’s led city officials to sample 183 cooling towers for Legionella, the bacteria that causes the illness. There’s no record of any prior testing at 26 of those towers, while another 10 last reported a test in 2025.
Officials have released the addresses of 76 buildings they said tested positive for Legionella. Nine of those buildings have no record documenting the owner had ever submitted test results to the Health Department for at least one tower at the site.
A heat advisory is in effect until 9 p.m. tonight, with real-feel temperatures up to 102 during the daytime. Sunny with patchy smoke from distant wildfires. At night, a low near 77, mostly cloudy, continued smoky conditions and a chance of showers and thunderstorms. City cooling centers are open.
