Every Monday this June, the steps of French courthouses have echoed with slogans from feminist and children's rights groups calling for mobilization against violence against women and children. This series of events is expected to culminate in the major demonstrations planned, as of this writing, for Sunday, June 28. ---- The reason for this anger? The French judicial and executive systems, singled out after the tragic Lyhanna case, an 11-year-old schoolgirl murdered by a man who was, among other things, the subject of a complaint for rape of a minor filed nine months earlier.
The preliminary investigation report is categorical: "a series of wasted time and a lack of procedural follow-up," while judges testify to grueling working conditions in a political context where resources are prioritized for drug raids rather than the fight against sexual violence.
Sébastien Lecornu, our beloved head of government, saw in this "neither a simple administrative malfunction nor a lack of resources," but rather a series of individual errors. Perhaps he should be reminded of the existence of another report: that of the Independent Commission on Incest and Sexual Violence Against Children (CIIVISE), of which only 3 of the 17 emergency measures have been implemented, even though these proposals were made... three years ago.
