Dear New Yorkers,

New York is one of the few states that bars ICE from accessing DMV records without a court order, alongside Minnesota, Illinois and Massachusetts.

But ICE agents in the field can look up records of cars with plates from other states, check the driver’s name and birthdate with their own immigration records and then initiate an arrest if the driver is undocumented.

According to advocates and a review of court records by The City Reporter, that tactic has been playing out with increasing frequency in neighborhoods like Jackson Heights, Washington Heights, Fordham and especially in College Point, Queens, where most residents rely on cars to get around.

“Taking people out of cars, that seems to be the pattern,” Sister Ruth Lautt, a nun who lives in College Point and volunteers at St. Fidelis Roman Catholic Church, told The City Reporter.

“We see them all over College Point,” she said.
