The secure-lidded bins are meant to reduce the piles of black garbage bags that befoul sidewalks and serve as buffets for rats and other critters. The enforcement rollout is part of the city’s broader move toward containerizing all residential trash in the coming years, with fines beginning at $50 per violation and ratcheting up to $200 for repeat offenders.
“Unfortunately, the time for warnings is over,” Sanitation Commissioner Gregory Anderson told The City Reporter in an interview. He said neighborhoods that have already implemented waste containerization have “substantially” fewer 311 complaints about rats.
Sanitation Department data shows The Bronx recorded the highest rate of warnings during the warning period, at 9.3% of eligible buildings. Manhattan had the second-highest rate at 5.2%, despite having the fewest eligible buildings. Queens had the lowest rate at 2.4%.
