Beaucoup qui se font expulser vers un pays où ils ont transité et sont
appelés «des Dublins » reviennent : ils ont leur vie, femme, enfants,
liens de travail,liens de vie ici parfois depuis des années : ils
continueront à vivre ici, dans la clandestinité.
D qui avait été expulsé par vol collectif vers la RDC en 2014 est revenu
suite à une demande de regroupement familial. Il avait été expulsé
malgré ses attaches familiales ici. Il est opposant politique et a été
emprisonné à son arrivée à Kinshasa pendant plusieurs jours, puis a dû
se cacher. Il a obtenu ses papiers suite à une demande de regroupement
familial!
Les grévistes de la faim : Disparitions annoncées
Beaucoup d’échos de grève de la faim venant de codétenus dans tous les
centres. Syriens,Pakistanais….Le gréviste est généralement mis « en
isolation », les codétenus perdent le contact avec lui, puis il
disparait, plus aucune trace de lui : expulsion,transfert. ????
Pas d’avis de recherche pour les« illégaux » !
Suicides ou tentatives de suicide : Déni total des souffrances
psychiques car ‘illégal’
Les souffrances psychiques des exilés sont énormes. A côté des deux
suicides connus et médiatisés grâce aux manifestations des divers
collectifs des sans-papiers, d’autres tentatives sont fréquentes parmi
cette population fragilisée et sont banalisées par les autorités.
Beaucoup de codétenus nous parlent aussi de personnes très perturbées et
enfermées dans les centres, marchant dans les couloirs et parlant toutes
seules. «C’est pas sa place ici madame, il faut le soigner ».
Aucune considération médicale des souffrances si vous êtes illégal !
Libération : Ordre de quitter le territoire assuré
Nous avons eu le plaisir d’apprendre la libération de plusieurs de nos
contacts dans les centres fermés après plusieurs mois de détention:
Un Palestinien que l’Office ne savait où renvoyer : dégoûté il a très
vite quitté la Belgique et continue son parcours migratoire.
Un homme qui avait une fille belge ici et qui a résisté à plusieurs
tentatives d’expulsion, a été amené vu sa résistance dans l’aile
sécurisée du centre fermé de Vottem : Il a été libéré et a rejoint sa
famille avec en poche un OQT sans délai !
Un homme tunisien qui après 6 mois de détention a été libéré sans raison
apparente sauf sa résistance: “ils ont chamboulé ma vie, j’ai perdu mon
appartement, mon boulot…”
Par contre, pas d’Ordre de Quitter le Territoire pour un homme congolais
et une jeune femme congolaise enceinte de 6 mois pour qui le CCE a
rejeté la décision négative du CGRA, après 5 mois d’emprisonnement pour
la femme. Ils devront reprendre toute la procédure de demande d’asile.
Mariages et cohabitations arrangés interdits aux « illégaux »
Beaucoup d’hommes ou de femmes sont enfermés car suspicion de demandes
de mariage ou de cohabitations « de complaisance ». Ils doivent prouver
qu’ils sont amoureux!
Parce qu’il est clair que depuis toujours les mariages se font sur base
de l’amour ?
L’officier qui célèbre votre mariage vous demande-t-il si vous êtes
vraiment amoureux ?
Il semble que les mariages arrangés soient interdits pour les sans-papiers !
Troubles à l’ordre public deux poids,deux mesures
Nous avons eu vent de plusieurs femmes/hommes qui sont mis dans un
centre fermé en vue de leur expulsion suite à « trouble à l’ordre public
» :
Par exemple :
Une femme était accusée de vol à l’étalage : un vigile a appelé les
flics et l’Office a décidé de l’enfermer pour « trouble à l’ordre public
» . Elle a été expulsée rapidement sans autre procès.
Un homme a voulu s’interposer lors d’une bagarre dans la rue: il a été
interpellé et est depuis 4 mois en centre fermé en attendant son
expulsion pour «trouble à l’ordre public » . Son avocat essaie de
prouver qu’il n’était pour rien dans la bagarre.
Les « troubles à l’ordre public » ont droit à bien d’autres traitements
si vous êtes illégal !
Expulsions : A n’importe quel prix !
Les expulsions vont bon train. Les« entrées » et « sorties » dans les
centres sont quotidiennes : les nouvelles victimes à l’expulsion
arrivent et prennent la place de celles qui ont été expulsées. Beaucoup
« acceptent » leurs expulsions , suite à de fausses promesses de retour
possible «dans les plus brefs délais» faites par les assistants sociaux
ou à des chantages à la violence.
Un homme d’Amérique du Sud qui a été arrêté, étant en transit ici pour
se rendre en Espagne a subi 5 tentatives d’expulsions (qu’il nous dit
non violentes). Il avait tout simplement envie d’aller en Espagne et ne
comprenait pas pourquoi on l’en empêcherait. Il a finalement «craqué»
et a accepté son retour. Son état de santé se détériorait (il a maigri
de 12 kg pendant sa détention) et il n’avait pas envie de « crever dans
nos prisons belges »
Les « criminels » : la double peine
Le gouvernement est fier de nous annoncer qu’il nous débarrasse de ces
méchants criminels enfermés dans nos prisons ! Très peu de possibilités
de recours leur sont possibles. Ils sont amenés de la prison à
l’aéroport pour tenter de les expulser. Beaucoup ont leur
famille/femmes/ enfants ici.
Certains refusent l’expulsion et sont amenés en centre fermé, leur
nouvelle prison. Ce délai leur permet de introduire des recours et de
faire valoir leurs droits, d’autres se laissent expulser sous la
pression et le chantage.A noter que des charters de criminels annoncés
par Francken n’ont plus eu lieu à notre connaissance. Seraient ils tous
expulsés? Valait la peine dans faire tout un fromage. ET Certains sont
déjà revenus…….!

The International Socialist Organization's webzine socialistworker.org recently published
a critique of revolutionary syndicalism in the form of a review of Radical Unionism by
Ralph Darlington. The review, by Tom Goulet, makes a number of mistaken claims. ---- The
claim that "syndicalist unions broke off from mainstream federations to form 'purely
revolutionary' unions, cutting themselves off from the mass of workers" doesn't hold up,
though it does conform to the Leninist orthodoxy of Leftwing Communism: An Infantile
Disorder. There were many countries where the syndicalist unions were the majority - such
as Portugal, Spain, Argentina, Uruguay, Peru, Brazil. Syndicalist unions in South Africa,
such as the Industrial Workers of Africa (modeled on the IWW) were the only union that
organized native African workers, who were excluded from the white craft unions.
At the time of the mass occupation of the factories in Italy in September, 1920, the USI
was claiming 800,000 members, and the factory councils formed throughout Italy in those
events were mostly organized by the USI. Moreover, it was the anarcho-syndicalists who
initiated a militia movement (arditti del popolo) to fight Mussolini's fascist squads. But
the Communists didn't cooperate and the Socialist Party capitulated to fascism.
Darlington claims the IWW went into decline with government repression in 1917. This claim

continued to grow in the early '20s, reaching its peak in 1923. The IWW mass unions were
in industries where there either was no AFL union or a competing AFL union that was no
larger than the IWW union. Moreover, in industries where IWW was a minority they often
worked as a "dual card" pressure group within the AFL unions.
Moreover, the claim that revolutionary syndicalism "rejects politics" contradicts the
criticism that syndicalists have an unrealistic ideal of a highly politicized unionism
that can play a revolutionary role. The ISO needs to make up their mind which criticism

("economism") or did they have unrealistic expectations of the political role unionism
could play? These two traditional Leninist criticisms are logically inconsistent with
each other.
In Spain at present the two syndicalist unions, CGT and CNT, often work to develop
alliances with social movements (women's groups, ecologists, housing squatters) as in
general strike mobilizations. The CGT has separate encuentros for its women members to
develop campaigns -- as for example their current campaign for free abortion on demand,
against the right wing government's efforts to criminalize abortion. These are examples of
how the unions do develop political strategy and focus. The ISO claim that the syndicalist
unions never developed "a political program" is simply untrue. Moreover, this claim is
inconsistent with their claim that revolutionary syndicalists are "unrealistic" in seeking
to develop unionism as a revolutionary movement.
Marxism historically proposed a division of labor, with "politics" being reserved for the
party, and the union relegated to "the economic sphere." At the time of the formation of
the Communist International, the Russian Communists demanded that the revolutionary
syndicalist unions become mere "transmission belts" for the Communist parties in their
countries. In practice this division of labor has always been used as an excuse by union
leaders to avoid mass action around larger political questions. They will tell workers
they need to vote for the party. This was the role the Communist Party played in
demobilizing the population in France after the mass general strike in 1968.
The review claims that syndicalists over-emphasize "spontaneity." Although syndicalists do
emphasize the control by workers of their own struggles, syndicalism has always placed
great emphasis on preparation and building the capacity of militants. For example in the
'30s the anarcho-syndicalists in Spain organized dozens of storefront worker schools and
cultural centers in working class neighborhoods of Barcelona and Valencia. Knowledge and
organizing skills of rank and file workers were developed through newspapers, workshops,
study groups and other efforts.
Goulet also offers a mistaken conception of the revolutionary general strike. As Lucy
Parsons said in her remarks to the founding convention of the IWW, the syndicalist
conception is an "inside" strike, a generalized takeover of the means of production and
all the capitalists' assets. The syndicalist idea is that having a grassroots worker mass
movement in the workplaces provides an organized movement with the skills and position to
carry out this generalized lockout of the bosses, and to ensure that people's needs are
met in a situation of rapid change. We have a vivid example of an expropriating general
strike in the mass seizure of industry and farm land by the syndicalist unions of the CNT
in Spain in 1936. More than 18,000 companies and 14 million acres of farm land were
expropriated, according to Burnett Bolloten (a UPI reporter in Spain at the time).
The CNT movement also smashed up the army in many parts of the country and built its own
proletarian army of about 100,000 to fight the fascists. This is clearly a demonstration
