Cuba Tierra y Libertad Nº 321 - Abril de 2015 - An anarchist congress (pt)

Back from the Dominican Republic where I attended as an observer of the IFA (International 
Anarchist Federations) and representative of GALSIC (Support Groups for Libertarians and 
Independent Syndicalists in Cuba) in the first meeting for the formation of the Central 
Anarchist Federation and the Caribbean (FACC) in the city of Santiago de los Caballeros, 
on 21 and 22 March. Proporcionarei some information on the development of the congress. 
---- Only a fellow "Taller de La Habana" can participate in the congress. Dominican 
authorities did not provide the time the visa that would allow the other two companions 
attend the congress. The dual Cuban-Russian nationality fellow Havana that may be to our 
side, allowed him to avoid certain obstacles and get the visa on time. A great surprise 
awaited me on my arrival in Santo Domingo, the presence of Frank Fernández, old fellow 
Cuban exile, author of "El anarchism en Cuba", who with his 84 and coming from Miami, 
attended this congress. It was very exciting to see two Cuban libertarian generations, the 
exile and today find themselves face to face, when never before had been able to join.

The Kiskeya Libertarian group was present with his nine activists (three companions and 
six companions) from the cities of Santo Domingo and Santiago de los Caballeros.

The other participants were: a representative of Libertarian Students Front of El 
Salvador, a representative of the Libertarian Movement of Puerto Rico and a libertarian 
militant of the island of Bonaire. Among the observers were: Three militants "Black Rose 
Federation" of the United States (Los Angeles and Miami) that are part of Anarkismo 
network (platformist), a militant of an anarchist group of Puerto Rico and the supporters 
of Kiskeya Libertarian group.

The congress was held in the House of Women of Santiago de los Caballeros. She almost did 
not take place because one of the leaders of the House (authoritarian Marxist) asked the 
police and intelligence services of the Dominican State to undertake our expulsion. Before 
our refusal to abandon local and thanks to the presence of a journalist as a witness, we 
celebrated our Congress. The room had been properly rented a few days before. One must 
remember that in the Dominican law remains the ban (heritage of the past century) that 
foreign anarchists enter the Dominican territory.

Numerous solidarity messages were read coming from continental libertarian groups and 
organizations (Mexico, Costa Rica, Venezuela, Honduras, Colombia, Uruguay, Argentina, 
Chile, etc.).

This conference gave our Cuban comrades the possibility to break their isolation. Being 
huge their difficulties to communicate with the outside, the permanent censorship and an 
internet under state control, creating a network of solidarity is very important to them.

Next year, it will be the second congress of the Federation. The companions of Costa Rica 
will be asked to organize the event. Was chosen this place for geographical reasons, as it 
will be easier for groups and organizations of the continent to travel to another country 
by land. The bus is less expensive than the plane. The high price of plane tickets 
explains why few delegations traveled to the Dominican Republic.

Overall, the conference was developed in a very fraternal environment: humor, smiles and 
jokes; Tropical anarchism help. The organization of our fellow Libertarian Kiskeya was 
perfect. Congress room well prepared with big screen for projections, material in very 
good condition, foods with plenty of food and excellent quality (typically Dominican 
dishes), party afternoons (bachata, merengue, hard rock, protest song) allowed us knew better.

The petition of the participants gave some information on the structure and operation of 
the Anarchist Federation (French), on its implementation, on the intervention of its 
members and on the achievements of our organization. As a representative of the IFA, was 
wonderfully received, also because of my proximity to the Cubans. We have very good 
development prospects, Cubans and Dominicans are very willing to IFA, in that play a 
leading role, I believe that during the process of consolidation that will lead to the 
next congress is possible that the new Federation accedes to the IFA .
