Increasingly brazenly in Europe, the ministers of the war branch are once again
talking about the restoration of compulsory military service, abolished orsuspended in almost all states, with the exception of Greece, Denmark andLithuania. The conflict in Ukraine could not fail to have, among its sideeffects, also the strengthening of the supporters of the "educational" functionof the NAIA. ---- Benito La Russa has already spent some months on thepresentation of a bill to the Senate (of which he is president) for theestablishment of the so-called "mini-naia": a voluntary period of 40 days to bespent in a barracks to learn the beneficial virtues of"believing-obeying-fighting". Strongly supported by the Alpini, La Russa has alsoannounced some incentives for young people who will make this choice: points forhigh school diploma and degree and additional points for public competitions.The compulsory military service in Italy was suspended (not abolished) with thelaw n. 266 of 23 August 2004; then, officially, it was economic reasons (theunfavorable cost-benefit ratio) that pushed the government to this choice. Inreality, for years the antimilitarist, pacifist, non-violent movements had beenclamoring for the abolition of compulsory military service, and conscientiousobjection was being requested by more and more young people, while, above all inthe anarchist sphere, the phenomenon of total objection, i.e. the refusal of bothmilitary service and civil service. And around these gestures very strongcampaigns were organized. We can say that there was convergence between theanti-draft thrusts and the need to overcome an army of conscripts (almost alldisgruntled), useless but above all unreliable, in order to proceed towardsprofessional military service, with motivated "professionals" (above all fromlavish salaries), ready to face the new challenges of Italian militarism (seemilitary missions and presence in the war quadrants of the closest areas:Balkans, Middle East, Africa, etc.).Nonetheless, precisely by virtue of the suspension, the government maintains thereserve of recruiting individuals between the ages of 18 and 45 in the event of a"state of war", while a few thousand reservists are always ready.The ongoing debate in the various European countries, all involved in armedsupport for Ukraine, is more or less similar, and ranges from the need toincrease the number of well-trained reservists to that of restoring the militaryservice tout court. Italy, which has the smallest number of reservists (17,000thousand, against 75,000 in Great Britain, 40,000 in France, 30,000 in Germanyand 114,000 in Poland) does not want to be outdone. The government of theright-right, with a strong warmongering traction (even if not different fromthose of the right called center-left) could give life to some initiatives pushedin this direction. If he hasn't done so, it is because he knows that this key isstill unpopular: the suspension of military service has been experienced as aliberation by young people and their families; the aversion of most publicopinion to the war in Ukraine and to the supplies of armaments to the Zelenskygovernment is a well-known fact. The words of a La Russa or a Salvini ("I thinkthat a year of teaching the rules, good manners and duties would form goodcitizens") risk, if they were to turn into concrete acts, to dissatisfy even theNorthern League electorate and right. Better then to turn the omelette around the"mini naia", a sort of "holiday", as it is presented, of only 40 days, with allexpenses paid and also some incentives, which could still be fleshed out. Andsince it is "volunteering", he will be able to find favor with a handful ofobsessed with uniforms, barracks, marches, training.
