Veolia, the largest shareholder with a 75% stake in Siciliacque, sells Sicilian
water to municipalities at 0.70 cents/m3. Last summer the Musumeci government had
authorized a transfer of almost 24 million euros in favor of Siciliacque as an
advance to deal with the overall arrears caused to the company by the municipalities.

The Musumeci government itself, when it came to helping Aica which inherited the
bankruptcy of Girgenti Acque, granted him a loan of 10 million euros payable in 5
years. If he really wanted to help Aica, he would have had to give him a
non-repayable loan, as he had done with Siciliacque. With this manoeuvre, we
began to understand that the experience of the special public water consortium
company had to be interrupted.

Today Aica is the commissioner for the zeroing of the board of directors. Does
everything seem to be heading towards a change of course towards a return to the
private manager? In fact, it seems that the national government issued a bill on
December 23, 2022 n. 201 (reorganization of the regulation of local public
services of economic importance), which envisages entrusting the integrated water
service to the private operator when public management is inefficient.

The paradox is Nestlè which bottles the water in Santo Stefano Quisquina leaving
the inhabitants of Agrigento without water. Long live autonomy in the service of
multinationals and bosses. What do we do with autonomy when the rulers are
screwing around the real needs that citizens have?!!! Unfortunately, Aica has had
a bad start since it took office about 2 years ago. A large organic plant made up
of 300 employees (customer business) to be maintained, a very scarce initial
capital and, fundamentally, deprived of the single area, necessary to be able to
present projects in order to take advantage of PNRR funding: we are talking about
hundreds of millions of euros lost. Aica is currently made up of 33 out of 43
municipalities. Considering the 8 mountain and non-mountain municipalities, which
have had direct management recognized (art.147 L. 152/06), the areas of the prov.
of Agrigento are 9. Is it probable that the bill 201 will remove the direct
management (art. 17 paragraph 2)? If so, what will the 8 municipalities say or
do? Let them assume their responsibilities. Aica was to be born with all the 43
municipalities of the province, united by the same purpose: to safeguard public
water. We were divided and we even made war. On the one hand, the committees and
associations that we fought to have the special public water consortium company
that we finally obtained thanks to Prefect Caputo. And on the other hand the 8
municipalities that have obtained direct management. There was no union. And
today also because of this lack of union we are paying the consequences. Now,
dear Giovanna, ask for participation to fight against differentiated autonomy.
Don't you think that the north develops and tends to do its own interests because
in the south we are divided and we don't have much less cultivate common
intentions for the common good?
