The social and medico-social sectors have been involved, at the national level,in numerous mobilizations for almost two years. So there has been a particularclimate for a while. And in Ardèche it has just warmed up suddenly. Employees,unions, users from working-class backgrounds, associations have been massivelymobilizing for more than a year. And achieve victories. There are many lessons tobe learned from the methods employed. ---- Olivier Amrane, member of the LesRépublicains party, president of the Ardèche Departmental Council, has launchedan unprecedented attack on social action. As well as a project to force people onthe RSA to work almost for free (see box).Against all expectations, the Ardèche has just experienced historic levels ofmobilization on the part of workers in the social sector in recent months. Theyare about 1000, including 300 in the private sector. This is what Mr. OlivierAmrane did not expect.Privas, Ardèche prefecture, on December 5, 2019 during a demonstration againstMacron's first pension reform project.Winning struggles that accumulate forcesWhile this sector was very poorly organized and not very combative, mobilizationsmultiplied against the concrete consequences of President Olivier Amrane'sobjective of social destruction. First, in December 2021, there was the reactionagainst the dismantling of the specialized prevention service (street educators),provided by the association "La Safeguard ADSEA 07". His director immediatelytranslates the reduction in the department's budget into letters of dismissal !But the massive reaction turns the closure of specialized prevention into adistant memory. It was a first victory that gave confidence in the possibility ofwinning and no longer suffering.In the spring of 2022, this same president launched the project to move thesocial services of the department present in Le Teil to Meysse, while 80% of thepeople who use it live in Le Teil. At the end of May, 140 people, users, usersand employees demonstrated. Once again, the mobilization pushed back thepresident, obsessed with his anti-social struggle. November 29, 2022, tipping pointAt the General Assembly on November 29, 2022, the collective development of thefight continues and the mobilization is gaining momentum.CGT MOZE HOSPITALOn that day, a General Assembly of the social sector, both private and public, isheld. More than 180 strikers gathered at Le Teil, a rate of 18%. A massivedemonstration roams the streets. And a slogan is unanimous, now taken up at theend of each event: "brown and chestnut!» It is indeed the battles and theprevious victories, the accumulated confidence which allowed this exceptionalresult and which will be a landmark in the department. It also serves as anexample elsewhere, and not only in the social sector. This day brought togetherthe employees directly concerned, but also the users. Delegations from CGT-EDFCruas unions, the Lafarge cement plant and the CGT departmental union werepresent at the General Assembly.The main demands made and debated were support for everyone, whatever theirprofession, private or public, in the context of the recruitment crisis, salaryincreases, unity regardless of the employer.Unity, democracy and self-organizationThese are the three main ingredients of the recipe that the popular Ardècheprepared and which made all this possible. In October 2022, a hundred socialworkers created "Le Social Castagne", an Ardèche collective of social work instruggle[1], obviously referring to the emblematic fruit of the region, thechestnut, the castanha in Occitan. Mainly located in the south of the Ardèche, itbrings together members of the CGT union of the department, SUD Santé-Social,bringing together workers in the social sector (administrative and precariousjobs included), unionized or not, the CGT committee jobless and precarious. Itwas his openness that made it possible to coordinate the fight. Its functioningis democratic and it is continuing its structuring.The terms of the debate are now firmly established in Ardèche on the future ofthe social sector. There is now the political will of the steamroller against themeans necessary to ensure quality work for the population, in particular the mostin difficulty, a popular force, an alliance at the base which has demonstratedits organizational capacities, of determination, and its desire for unity and tounite. In Ardèche, in the social sector, the "world before" is over!L. (UCL Le Puy)RSA in Ardèche: a victory against free laborAll in his crusade to offer almost free labor to local employers, Mr. OlivierAmrane, president of the Departmental Council of Ardèche, hoped to quietly obtainthe vote of the departmental assembly for his project. Oblige people with the RSAto work ten hours a month, in companies, except to see their allowance removed !The president intended to be lathered with the media, and not only local ones,and to use this coup in his political career.But that was without reckoning with the climate that now reigns in the socialsector. Elected at 53%, he thought the vote scheduled for October 17, 2022 wouldbe a formality. Before and during it, the mobilization to oppose it did not stop.And the tools of struggle created were decisive, in particular with thecollective "Le Social Castagne", as well as several CGT unions, SUD Santé-Social,the FSU, the CNT. There was then a call for a strike, rallying and mobilizationnot only of trade unions, but also of everything that acts in the popular milieuin Ardèche. The parents of pupils, the MRAP, the RESF, the Secours populaire andfamily associations got involved. And the project was rejected, elected officialshaving been afraid for their re-election...And as if that were not enough, when the government published its decree allowingexperimentation in several departments to oblige people with the RSA to carry out15 to 20 hours of "activity" per month, the Ardèche was not not in the list.
