 The "migration crisis", once again addressed as an emergency, overwhelms

Italy and Europe while the Government barricades itself behind Manzonian
cries, such as "we will chase the smugglers in the terraqueous orb" or
the revival of the phantom naval blockade. All this while the opposition
babbles about the welcome and the European Union walks with von der
Leyen on the Lampedusa pier, as if she were parading on the red carpet
of the Venice Film Festival.
What is surprising and disconcerting is that what is happening is
considered an emergency, when instead we are faced with a structural
phenomenon, induced by known and well-identified causes. The policies
imposed on African states and beyond, to suffer the systematic predation
of their energy and mineral resources, to transform their agriculture by
planting intensive crops, managed by multinationals to feed the world
food market, while at the same time destroying pre-existing agricultural
economies of subsistence, the plundering of resources coming from
fishing, invading the seas off the African coasts transformed into prey
territory where ocean-going ships operate which, by destroying local
subsistence fishing, have progressively impoverished the economy of the
South of the world, by unleashing an unparalleled subsistence food
crisis, they forced those populations to starve.
Add to this the ecological disaster produced by carbon dioxide emissions
and climate change which have desertified millions of square kilometers
of once fertile land and we will understand why the populations of these
territories have no other option than to resort to immigration and seek,
in escape at all costs, salvation, despite being aware of the
difficulties and risks of the journey, but having the sole possibility
of choosing between certain and probable death. When it is happening it
is not difficult to understand, yet the current Interior Minister of
this Government does not get there and allows himself to mock the
desperation of the many migrants who risk their own lives and that of
their children.
On a more general level, it should be added that the migratory
phenomenon is fueled by the strongest and most valid part of the
population, in possession of working skills and employment potential on
the international labor market and that therefore it is the best forces
of the countries of emigration that emigrate and this it does nothing
but further weaken their economic and social fabric, leaving these
countries with a lack of development that is getting worse every day.
How can we not understand that atmospheric phenomena like those that hit
Cyrenaica or earthquakes like the Moroccan one, and before these the
wars in the Middle East, would have created an irrepressible critical
mass, a constant pressure of migrant populations that would have
inevitably hit the 'Europe, passing through Italy, a natural corridor to
access Europe. It is therefore that two inevitable questions arise: the
first, the enormous mass of migrants pouring onto the European continent
is truly of such proportions that it cannot be absorbed through suitable
reception policies. The second question concerns the left and its
ability to propose a credible solution to the problem.

Europe and the politics of reception

Europe is an old continent and as a whole is experiencing a serious
demographic crisis which has numerous and complex causes: let's try to
highlight some of them. In most states on the continent, labor and
employment policies, those of personal services, and the social
structure as a whole create the conditions to discourage births. The
insecurity of work and therefore of income, the absence of structures
such as nurseries, adequate schools, suitable free healthcare for all,
make it problematic for people of fertile age to decide to procreate,
proof of this is that the phenomenon of motherhood at an advanced age.
The consequence is a demographic decline which today appears unstoppable
and which it would be logical to remedy by modifying social policies as
a whole, social integration.
Even starting from the now certain fact that this year more than 200,000
migrants will enter Europe through Italy, the numbers of new entries
compared to the total European population represent a negligible
percentage of the population to be integrated into the various states,
once it is managed the phenomenon in an intelligent way, also in order
to thus respond to the manpower needs of the production system of
European countries as a whole and to the needs for income from work to
support both social services and the pension system.
This could happen under two conditions: stop the fear of ethnic
substitution, which disturbs the sleep of those who are convinced of the
existence of a plan in this sense, aimed at attacking the Christian
roots of Europe (Kalegi plan and conspiracy theory) .[1]In this regard,
the Prime Minister's recent statements in Hungary are not encouraging
where, probably inspired by the presence of her colleague Orban, she
declared that she was preparing to defend not only her homeland and
family, but also Christianity, calling the Italians and the Europeans to
new crusades!
The second condition, certainly the most essential, is to radically
change social and labor policies, creating the structural conditions so
that the causes that have determined the demographic winter that is
gripping Europe and the substantial decadence of societies in the which
we live. But this second condition must be measured against the need of
capitalist society to perpetuate the exploitation of man by man (and
woman), with the continuation of an unjust society that distributes
wealth unequally, so much so that today the distances between rich and
poor they increase geometrically, to the point that it is difficult to
calculate the gap that separates the few rich from the many poor.

The shortcomings of the left

In criticizing the Government's actions, the oppositions proved equally
incapable of solving and addressing the problem or at least of
formulating a credible proposal for solving the problem. The only thing
they were able to do was to sponsor the Minniti agreements with the
Libyan criminals who manage the concentration camps in which migrants
are detained and with the Libyan coast guard who manages traffic,
opening and closing the departure tap.
All this was not enough and the crisis that occurred in Tunisia opened
up another market and another transit route for migrants.
The left is unable to formulate its own proposal because it has lost its
distinctive and identifying characteristics, in particular it has
forgotten everything regarding proletarian internationalism. In this way
it has even lost the categories of analysis to understand reality,
analyze phenomena, understand their economic and social causes and
consequently know how to remedy them.
The current one is a warmongering and criminal left which supports war,
uncritically, without analyzing its causes and consequences and which,
regarding emigration, pretends to be incapable of ignoring, for example,
that with the measures to support European ocean fishing in Gulf of
Guinea, by placing ships for their protection, the coastal populations
of Africa are deprived of the possibility of making a living from
fishing; pretends to ignore that with the support for investments in
favor of large economic and industrial groups working in the
agricultural sector it finances the acquisition of agricultural
territories in Africa which are scandalously converted into a
monoculture of tea, coffee, cocoa or even roses, as occurs in Ethiopia,
which absorb enormous quantities of water, desertifying the surrounding
land. moving the Amsterdam flower market. The result is that these lands
are taken away from the populations' subsistence agriculture.
The parties of the European left pretend to be unaware that the proceeds
from the extraction of minerals, such as uranium, nickel, chromium, gold
and anything else necessary for industry, are taken away from African
countries, exploiting child labour, reducing local populations to
starvation, enslaving them, supporting infamous regimes and a national
bourgeoisie of local maintenance workers who proceed to exploit the
populations in their own name and on behalf of European and US
multinationals or Russian oligarchs and public and private companies
Chinese.
In other words, Europe like the United States, Russia and China
themselves squeeze Africa, exploit its resources, enslave its population
and then complain that these slaves want to escape exploitation, break
their chains at the cost of risking their lives on a journey that they
know is full of dangers. Not a word has been raised and continues to be
raised by the Italian and European left-wing parties against this
exploitation, indeed the recent scandals that have occurred in the
European Union due to the presence of lobbies in support of this country
- such as, for example, Morocco occupying Western Sahara and oppressing
the Sahrawi people - have seen left-wing politicians playing an active
part in this trade of influence and exploitation.
The left's proposal to respond to migration should start from a policy
of internationalist solidarity towards the exploited African
populations, of fighting the lobbies that live off the resources of
these peoples, of courageous opposition to a policy of robbery that
characterizes the West, and not only, towards the countries
of origin of the migrants. A priority position in this sense and above
all practical and coherent behavior in this direction which tends to
remove the causes of migration, would make a good, serious and credible
contribution to the solution of the problem and would allow the
migration issue to be addressed in a non-emergency way.
A healthy and well-organized reception policy comes later and could
manage a phenomenon that is certainly reduced in numbers, but as long as
the bad conscience of the left-wing parties continues to characterize
them, as long as they are not capable of reconciling themselves with
their ideal roots , will continue to be defeated, will deteriorate more
and more, because they are not credible with respect to the ideal and
ideological bases, to the very reasons for their existence and will only
represent lobbying aggregates competing with those of the national and
international right.
