They are the so-called "mechanical Turks" or "turkers", with a
transparent allusion to the famous automaton built in 1700 by Wolfgang
von Kempelen.

residence permit and live in different municipalities in the same region
of the North East. They lead very similar lives in terms of life
rhythms, habits and family context. The similarity between their
situations, however, is called into question by an apparently
insignificant detail: the former is registered while the latter is not."
This is the incipit of an agile booklet by Enrico Gargiulo, just
published by Eris. This book effectively illustrates what not having a
residence entails and, above all, what the paths are that lead to not
having one. Not only. We get to the root: how and why does the registry
exist? The registry was born with the unification of Italy: the State
introduced it to control the territory, both in a
statistical-administrative sense and for purely security purposes.
There is a rigid link between registered residence and the exercise of
rights: those who are not registered simply do not exist and, therefore,
cannot access the basic services guaranteed to residents.
 From the end of the 19th century to today, municipalities have not
removed people who have emigrated elsewhere from the lists of residents,
because it is convenient to keep the number of those entitled to vote
stable. Instead, they avoided enrolling new arrivals if they were poor,
immigrants or Roma.
Gargiulo, who teaches sociology at the Alma Mater of Bologna,
demonstrates why banal mechanisms such as registry registration have a
profound institutional violence effect.
People's lives change if they don't have the possibility of having a
general practitioner, enrolling their children in school, or renting a
house.
