Mayor Zohran Mamdani swept into office on a promise to make New York City more affordable — and that won’t happen unless he succeeds in alleviating a severe housing crisis.

New York City is facing a 1.4% vacancy rate, the lowest since 1968. Meanwhile, more than half of all renter households spend more than 30% of their income on housing. Mamdani has doubled down on his promise of a rent freeze, but he also said during the campaign that the private sector plays a key role in building more housing.

THE CITY sat down with Deputy Mayor for Housing and Planning Leila Bozorg, who previewed the administration’s agenda, one that will include new financial tools for developers, changing land use rules and property tax reform.

It won’t be easy, with many in the real estate industry, including those who build deeply affordable housing, decrying his rent freeze.

Heat Pump Pilot Grows

Energy efficient, electric heat pumps will be installed in 712 apartments at NYCHA’s Beach 41st Street Houses in Far Rockaway, Mayor Zohran Mamdani and officials announced Wednesday. 

The effort is an expansion of a 2021 pilot program to replace steam-heat radiators with window-mounted heat pumps, which were first installed at NYCHA’s Woodside Houses in Queens. The equipment — invented as part of a competition NYCHA held — provides both heating and cooling that residents can control themselves. An early study found the pumps provided more comfort, slashed energy use by 87% and nearly halved costs. 

Officials said 10,000 apartments across NYCHA will be outfitted with heat pumps by 2030. At this point, NYCHA has purchased 5,000 heat pumps to be installed at Woodside Houses and Bay View Houses.

Beach 41st Street Houses will see its heat pumps installed in a two-year phase, starting in about two years from now.
