The clearest message the referendum vote conveys is undoubtedly the demand by Italians for the implementation of the Constitution, which is still perceived as a set of programmatic norms to be implemented. Logically, it follows that in developing a government program, the opposition cannot help but start from this fact to develop their proposal. Article 1 of the Constitution establishes the right to work as a fundamental value, which is currently seriously compromised because, even in the face of increased employment, the available work is largely poor and precarious.
There is a complete ban on unpaid internships with zero prospects for professional growth, activities that must be prosecuted by law. If we break down employment into different types of work, we see a very high proportion of precarious and underpaid work, not only in the service sector, but also that more than a million jobs are filled by training-work contracts characterized by low wages and precariousness, which entails reduced costs for the employer and serves to terminate the service before the worker becomes eligible for permanent employment. This does not prevent the employer from repeating the process by hiring someone else to exploit.The need for businesses to maintain their viability translates into some guarantees of stability for some workers over 55 and the request to delay retirement unless increasingly frequent restructurings lead the entrepreneur to resort to layoffs and early retirement.
A reformist government should therefore embrace the principles underlying the 2022 "Laboral" reform, successfully adopted in Spain. This reform established permanent contracts as the rule and fixed-term contracts as an exception, limited to specific production needs. Furthermore, given the prevalence of bogus collective agreements signed with criminal unions, the introduction of a minimum wage of EUR11 would be an essential, immediate, and non-derogable measure.
Obviously, the labor package should be much broader and include workplace safety, acceptable working conditions, services, and a decent pension, but in the meantime, the main wage adjustment measure would send a significant signal.
A worker's income is not only made up of direct wages, but also of indirect wages, which are paid through sustainable welfare services. This primarily concerns healthcare, because if part of the wage is allocated to healthcare, it depresses and significantly impacts income.
Therefore, healthcare financing is the second unmissable point of the program: its implementation must be accompanied by a profound restructuring of the national healthcare system, restoring it to absolute priority over private healthcare services. This must be done using all available legal and fiscal means and instruments to clarify the malpractice in healthcare management, which penalizes the less well-off in particular and leaves large areas of the country unserved.
The third emergency is undoubtedly education and related services. It is necessary to take into account that the development of society, the changes introduced in production systems, and an ever-changing social organization require education that can keep pace, both in terms of job preparation and the acquisition of the cognitive tools necessary for a more constructive and independent approach to communication and social participation. This requires a profound reform of education that necessarily requires increased funding for teachers, characterized by constant retraining that, to be effective, must be monetized.
Then there is the infrastructure issue, which must be addressed by developing an intervention plan that not only rehabilitates but also redevelops the available school facilities.
The energy crisis resulting from the deteriorating international situation must be addressed with a structural supply plan that, to be credible, must focus on reopening the energy market and on diversification. This plan is incompatible with tariff policies, sanctions (which, it is worth remembering, primarily harm those who issue them), and restrictions on trade relations resulting from the pursuit of dominance in international politics. In this regard, the absolute rejection of war as a means of resolving international disputes must be rigorously pursued, in accordance with Article 11 of our Constitution.
An ordinary, daily part of the government's program should consist of dismantling piece by piece what has been introduced into the legal system over five years of government in terms of the enjoyment of rights, starting with liberticide criminal laws, moving on to the right to vote for non-residents, freedom of communication, management of the media, pluralism of information, and everything else that makes civil coexistence sustainable and acceptable.
These essential interventions would undoubtedly also have a positive impact on solving other problems, such as the need for security, the management of emigration, and reception. A profound restructuring of the labor market is essential to combating undeclared and precarious work, eliminating pockets of underpaid or clandestine labor, avoiding conflicts of interest among workers, and restoring social justice.
