Mayor Zohran Mamdani won two competitive elections despite tens of millions of dollars spent against him, in what turned out to be a historic race in terms of turnout. Independent spending — money raised and spent ostensibly without coordination from candidate campaigns — also swamped City Council races in historic numbers.
There were more than $83 million in independent expenditures last year, with about $65 million for the mayoral election, the board found. Such spending also more than doubled for Council races compared to the 2021 election, from $6.6 million to $15.5 million.
More than 90% of independent spending in the high-profile mayoral race targeted the top two candidates, former Gov. Andrew Cuomo and then-state Assemblymember Mamdani. Cuomo benefited from $31 million in support, while Mamdani had nearly $22 million spent against his candidacy.

Brooklyn Democrats head to court Wednesday morning, as the future of who controls the county Democratic Party hangs in the balance in a clash between reformers and the old guard.
Reformers sued on Friday, arguing an internal party vote that added dozens of new members to the executive committee last week violated state election law and the party’s bylaws. The reform slate had amassed enough seats in June’s primary election to pick their preferred party chair, before last Tuesday’s vote scrambled the math.
“These kinds of actions damage the legitimacy of the Democratic Party as a democratic institution,” Jay Jacobs, head of the state Democratic Party, told The City Reporter on Monday. Bichotte Hermelyn has defended the rule changes, arguing they incorporate more voices in party leadership.
