WORLD WORLDWIDE EUROPE ITALY - news journal UPDATE - (en) Italy, FAI, Umanita Nova #16-25 - May 28, 2025 Redazione_web (ca, de, it, pt, tr)[machine translation]

Starting from May 26, the infamous "Security" Decree no. 48/2025, passed

with a coup by the government last April 4, is being discussed in
Parliament for the final conversion into law. A measure that has
implemented a very serious security crackdown, introducing over 20 new
crimes and substantial provisions to protect the police force. ---- As
if that were not enough, the majority parties have presented further
worsening amendments (ban on strikes for riders, penalties for those who
"support" a house occupation from outside, etc.) even if it is likely
that the decree will be approved as it is (or with few variations) by
votes of confidence given the very tight deadlines (it must be converted
into law by June 11, under penalty of forfeiture)

We refer to the articles that appeared in previous issues of UN for a
more in-depth analysis of the Decree. Let us just remember here that the
provision has greatly extended the powers of the police force and
reduced civil and demonstration freedoms.

Law enforcement officers are allowed to carry weapons without a license
off duty (art. 28), they can wear video cameras (but there is no
identification code) (art. 21), crimes committed by undercover agents
(even with management functions) in terrorist organizations are not
punishable (art. 31), as are crimes committed by military personnel
abroad (art. 30), all crimes committed against the police are aggravated
(various art.) but for crimes committed by agents, state protection of
up to 10,000 euros is provided (art. 22).

The results were seen starting from the very day the decree came into
force (April 12) when in several cities the police charged peaceful
processions with truncheons, breaking them in two just to stop people
considered responsible for simple graffiti.

At the same time, the rights of demonstration and expression have been
severely limited even if the protests are conducted peacefully and
non-violently: severe penalties for road and rail blockades (art. 14),
increased penalties for property occupations (art. 10), extension of the
urban DASPO and deferred arrest (art. 13), new crimes of prison and CPR
riots (art. 26-27), the simple possession of "terrorist" writings has
become a crime (art. 1), not to mention the rules against mothers in
prison, Roma people and light cannabis.

As anarchists we are aware that the real decision-making moments are not
in parliament but are the result of the balance of power between the
classes. It is therefore more essential than ever to strengthen the
mobilization in the streets to defend and regain ever greater spaces of
freedom.
