Dutch plan seeks to ferry refugees back to Turkey
Refugees who arrive on Greek islands by boat would be returned to Turkey
almost immediately under Labour Party proposal.

A plan presented by the Dutch Labour Party is proposing to ferry back
refugees from the Greek islands to Turkey, in an attempt to control the
influx of refugees into Europe.

The Netherlands, currently holding the European Union presidency, is
gathering support for the plan among several EU member states including
Germany, Diederik Samsom, the Labour party leader, told Dutch media on
Thursday.

According to the plan, which is suggested for implementation this
spring, refugees who arrive in Greece would be returned to Turkey almost
immediately by ferry. In exchange, European Union member states would
accept up to 250,000 refugees residing in Turkey a year.

The idea is to discourage refugees from taking the dangerous route by
sea. Refugees trying to enter Europe via the Greek islands would be
returned within a few days, according to the plan.

"The express highway for migrants between Greece and Turkey has to come
to an end," Samson told Dutch radio. "The Aegean Sea has become a mass
grave; 3,700 people died there last year," he added.

The implementation of the plan, which is said to have the support of
Dutch Prime Minister Mark Rutte, would depend on Turkey having the
status of a safe country for refugees.

To reach that status Turkey would have to adopt several laws and improve
the situation for asylum seekers. "It has to become a safe country,"
Samson said.

'Violation of Geneva Convention'

The proposal is being severely criticised by academics and politicians
in the Netherlands.

Professor Henk van Houtum, head of the Nijmegen Centre for Border
Research, described the proposal as "an example of a totally topsy-turvy
world".

"First, Europe creates some sort of survival of the fittest by forcing
refugees to cross the sea in dangerous circumstances, because they
cannot enter legally. Then, once the refugees have reached the other
side; you send them back by boat again?

"This does not solve anything; it's just transferring the problem
elsewhere, to an unsafe country where they have no future.

"In fact, it is a violation of the Geneva Convention which says anyone
who qualifies for refugee status should be granted asylum in the country
where the application is made," Van Houtum said.

'Be like Australia'

Samson's plan has similarities with the Australian asylum policy that
was introduced in 2013.

In Australia, migrants who try to reach the country by boat have no
chance of a permanent stay and are immediately sent to detention centres
on Papua New Guinea and other surrounding islands.

Dutch far-right politician Geert Wilders argued in April last year that
the Netherlands' refugee policy should be more like Australia's. "At
least they have the balls to stop the influx of migrants," he said.

But now even Wilders appears to reject the ferry plan proposed by Samsom.

"What a useless plan," he wrote on Twitter. "First we send the fortune
seekers by boat to Turkey and then after that by plane to Europe and the
Netherlands?"

The Dutch proposal to force a solution to the refugee crisis came just
after Prime Minister Rutte said that the EU had six to eight weeks to
reach an agreement on how to tackle immigration.

If not, "the EU will have to think about a plan B," Rutte said, without
elaborating.

EUROPE MASS DEPORTATIONS SET TO LEAVE UK

Please share widely- public appeal regarding multiple charter flights next week‏

Recently, the Detained Fast Track system was declared unlawful,
demanding that the UK Home Office take a serious look at the problems
inherent in its asylum policy.  Fast Track does not give people a chance
to make an individual case and moves too quickly. The Home Office does
not seem interested in reflecting on these problems, as next week it has
scheduled two charter flights to leave on the same night of the 28th,
carrying hundreds of people, many of whom have had no chance to make a
case for their right to remain. Many individuals we have spoken to have
outstanding applications which the Home Office intends to steamroller
through or ignore.

Charter flights treat removals as a business, and the people removed as
goods for transporting.  A charter is a private flight, hired
specifically to remove people from the UK.  They fly with only detainees
and guards and are efficient machines for removing those the Home Office
can manage to refuse, with whatever weak excuses they can find.  Private
companies run the flights, making a huge profit from the control and
destruction of lives.

The Home Office would like to be able to bundle anyone onto a charter
flight, whenever possible, without notice.  The bigger and more
impersonal the machine the better.  Next Tuesday is a strong example.
Two flights are leaving at the same time, one for Nigeria, and one
headed to Sierra Leone via Ghana and Liberia.  The attitude of
'wholesale efficiency' and the casual inhumanity of these flights is
written large.

The people condemned by the Home Office to removal (which stands for
persecution, trauma, risk, and potentially death) come from many
different backgrounds and all have a different story to tell. Included
in some of these stories are situations of 'criminal deportation'.
Someone who has been granted right to remain in the UK but does not have
citizenship will always have the threat of the Home Office hanging over
them.  If they end up with a criminal conviction, they do not face the
same justice system as those of us with papers in the UK.  In addition,
over and above serving the usual sentence, the Home Office can also use
criminal proceedings as an excuse to remove someone they had previously
deemed genuinely in need of protection.

The flight for Nigeria leaves from Stansted airport at 11.30 PM on
Tuesday night.  We don't have confirmation on where the other flight
leaves from, but it's scheduled for the same time.

The Balkan Anarchist bookfair (BASK) is an annual anarchist event that changes location 
each year. ---- This year BASK will take place in Autonomous cultural Centre Nigdjezemska in Zadar, on 11th and 12th of September, 2015. ---- Why Zadar? About the space: ---- After 
two years of restoring and cleaning the building in abandoned military barracks, this 
spring the Autonomous cultural Centre Nigdjezemska opened it's doors. Nigdjezemska arose 
out of the missing space in Zadar for people to organize activities like d.i.y gigs, 
discussion and workshops, movie screenings, freeshop, bicycle repairing, gardening and 
other activities on self-organized and horizontal level! ---- Anarchist bookfairs are 
organized in different cities over the world and open space for discussion and exchange 
about anarchist topics. The idea of Balkan anarchist bookfair is to connect different 
anarchist people and groups and to be a weekend, on which we can meet each other, discuss, 
question, exchange local experiences and struggles and develop perspectives for local and 
also international resistance.

The bookfair lives through participation and solidarity of different people and groups. 
Balkan Anarchist Bookfair was first organised in 2003 and since then it happened in 
Ljubljana, Zagreb, Sofia, Skopje, Thessaloniki, Mostar and Zrenjanin, which created 
solidarity network through the Balkan and beyond.

if you have other suggestions for the weekend! We only have limited sleeping places.

Europe AL/FdCA - Alternativa Libertaria, March 2015 - The Jobs Act son of the lines of industry restructuring

The recent implementation decrees of the Jobs Act enacted by the Italian government are 
added to other anti-worker legislation approved in the European Union (EU). Individual 
contracts to increasing protections, the redefinition of employment, flexibility released 
from bargaining, the monetization of layoffs and expulsion from the production cycle are 
meant to bring immediate irrelevance right coalition of workers and the role of ' trade 
union organization in the factories. ---- But, at the same time, it performs well even in 
the Italian part of the restructuring of the labor law that, behind the facade of the 
austerity policies inculcated by the economy of debt, you put in the process of 
restructuring industry, already completed, in place in the EU. ---- These processes are 
following four guidelines.

1. The employees undergo these restructuring processes

There is no EU regulations on labor issues. Meanwhile national rules do not work anymore, 
as enterprises under the blackmail of moving to another country or have been dismantled to 
not interfere in the ongoing processes.

These new systems of companies that have formed are in fact dominant.

2. To start from Maastricht, European industry has been structured as an industry 
supranational.

3. We are in the presence of business systems structured around a leader with business 
networks and supply chains.

4. Systems businesses distributed in many countries, but in a non-homogeneous and highly 
concentrated, or rather centralized and structured so oligopolistic.

Supply chains that have gradually built have developed a highly integrated system, both in 
efficiency criteria for both margins of return (profit); the latter are less and less 
detectable levels of individual enterprise and, increasingly, at the level of each system, 
so in the event that it is composed of a chain of levels on the network with less 
stringent constraints.

Through all this, they are consolidated in Europe powers which are capable of investment 
choices in production capacity, to structure the market, placing the finance where needed, 
and finally to adjust the work directly.

If you enter the system of governance of these enterprise systems, we highlight the 
physical control on production flows, then on quality, time, flexibility and speed of 
execution, of rapid change in the mix of products to be supplied, but also on efficiency 
overall production - namely productivity, lead time, time to market - and finally in the 
margins of return (profit) of that single enterprise system.

Such systems are, therefore, organized around a leader who controls the final part of the 
process, in a supply chain organized in decreasing levels of value-added and business 
networks of production and services, both highly specialized, working for different 
leading enterprises.

Who dominates all this, who controls a large part of these networks product is Germany 
that has bent a great part of national industrial systems to their needs, using even 
though nostalgic approach to national-capitalist.

If you examine the localization of manufacturing in the EU, shows that the core is placed 
in Germany, which together with Austria, Czech Republic, Hungary, Bulgaria, Lithuania, 
Slovenia and Poland form the German manufacturing area enlarged. The integration extends 
to the east, where there is also an acceleration in the process of diversification and 
specialization.

The development to the south includes the second European factory: Italy. Which 
participates in a consistent way to the enlarged German manufacturing also with autonomous 
chains of subcontracting created to the east. This phenomenon of Germanization develops in 
the north of Italy and decreases towards the center and the south.

We are witnessing a reality split in two: one part participates in the integrated system, 
while the other party participates as suburbs.

It should be emphasized that relocation Italian covered subcontracting chains comprising 
the entire product, unlike the German case, where the final component remains company 
leaders, determining the end an increase of production capacity.

Simplifying: a high amount of intermediate goods exports contribute German. Which would 
lead to the redefinition of the current reference in the European area, no longer be 
considered only in terms of quantity and (in) imbalance towards Germany.

Remains in northern Italy a composition made of SMEs, which, in itself of little relevance 
in the reference European, maintains its own network of exports compared to Germany.

In fact, the concept of manufacturing limited only to manufacture material is expanded to

to resume a path of negotiation, in addition to the existence of a lack of legislative 
constraints on procurement contracts.

The class, as we said, undergoes these processes, while fielding throughout the European 
economic area a strong resistance. But, until now, this has not translated into a strategy 
/ plan of recovery of the balance of power aimed at imposing capital constraints or social 
alternative to the dismantling of the rights and protections, nor in prefigure an idea of 
society other than that the owners are building and shaping.

Germany branch elements underlying anti-workers synthetically constructed around the 
dramatic reduction of wages, unemployment, radical change in the market of labor and 
industrial relations and social, which have gradually extended, worsening, in the 
countries of Southern Europe and Eastern Europe for reasons ranging, for example, from

protections - despite a strong union presence - replacing it with legislation and a 
contract system of master matrix. Italian workers and employees have neither the contract 
nor the national status of workers' rights.

The movement of goods, then the increasingly important role of logistics and the massive 
introduction of advanced technology in production processes and services, are additional 
processes that deepen the relationship of the European integration of manufacturing with 
the rest of the manufacturing system worldwide, to push so Federmeccanica (October 2014) 
that Confindustria (May 2014) to talk about the fourth industrial revolution.

The resistance and the reaction of the working class is today, as yesterday, increasingly 
linked to its ability to reorganize on an international basis and worldwide, developing 
forms of union representation necessary to overcome the categorical divisions to build a 
re-composition of figures and workers' struggles able to react to the capitalist 
restructuring in place.

Northern Irish politician Paul Givan is right now deciding whether to submit his anti-gay clause. He wants to make it legal for businesses to turn lesbian, gay and bi people away.
