militant:

a) The libertarian communism as a strategic and cross horizon of all our political action; 
b) The fight against the principle of authority, the state and capitalism; c) classism, 
fighting and working and social self-management; d) Direct action organized; e) social 
multisectoral and unity of the workers of town and country; f) joint and coordinated 
action of revolutionary against capitalism; g) internationalism, anti-imperialism and 
anti-colonialism; h) feminism, antipatriarcado and defense of reproductive and social 
rights of sexually divergent communities; i) multiculturalism and combating racism, 
xenophobia and any discriminatory ideology; j) social and revolutionary environmentalism; 
k) basic work, social inclusion and active participation in social movements and, l) 
memory, participatory action research, libertarian and popular education, and 
comprehensive militant training;

Our organization:

As opposed to trivial organizational project of traditional social democratic and 
authoritarian political parties that favor the verticality and bourgeois democracy on 
libertarian principles, and given that it is necessary to create a specifically anarchist 
organization with a real insertion into the popular movement and a clear impact on the 
fight for another social model, we understand that libertarian communism must be set to 
horizon, praxis and overarching principle in our struggle.

We are aware that the libertarian society for which we fight is only possible if we fight 
in the races today, in our daily lives and how we relate to others marked a consequence 
saved. Thus, the organizational principles are not only practices of our organization but 
we intend to extend them to all the oppressed communities and social movements that are 
fighting the operator.

Picking the immense theoretical and historical legacy of libertarian individuals and

The following are some of the cases of repression in the Tolima department, symptomatic of 
a situation which is becoming general all over the country:

1. Chaparral, La Marina

Ever since ISAGEN decided that they wanted to construct a hydro-electric project in Alto 
Ambeima, things have gotten difficult for the rural communities of La Marina. Things were 
never easy, since this is a zone of so-called ?territorial consolidation? between the Army 
and the presence of the Infantry Battalion XVII ?Jos? Domingo Caicedo? which has known 
links to right-wing paramilitary death squads, and which has been a source of constant abuses.

The people who dwell in the district were already aware of the consequences of these 
projects as one has been built in San Jos? de las Hermosas and many farms were left 
completely dry. Therefore, as soon as they had begun to protest, the military boot was put in.

Those most affected have been from the trade union ASTRACATOL, which is affiliated with 
Fensuagro. On the 30 March 2011, the rural leaders Gildardo Garc?a and H?ctor Orozco were 
killed between two military control points on the road from Chaparral to La Marina (near a 
place called Albania). They had been harassed for some time by the army leading up to this 
murder. Then came the mass arrests: during that same year Edwin Lugo Caballero and Jos?

and Fredynel Ch?vez Mar?n, all from ASTRACATOL, were arrested. Also arrested were 
Alexander Guerrero Casta?eda and Armando Montilla Rey, of the Community Action Committees 
of La Marina and La Esperanza (R?o Blanco) respectively. Later the nephew of Arcesio D?az, 
Enzo Fabi?n D?az, would be arrested. In this state of paranoia, four local soldiers who 
were serving in Piedras were also arrested: Vilman Useche Pava, Wilmer Javier P?rez Parra, 
Isidro Alape Reyes and Jason Orlando Casta?eda. Apparently the orders to kill all the 
guerrillas were not followed with enough zeal, and so they ended up being considered 
suspicious to their officers.

This farce against the agrarian union ASTRACATOL has been orchestrated with a cartel of 
witnesses on the payroll put forward by the prosecution and the Caicedo Batallion, who 
have paid, in the opinion of the peasants, the laziest of the village to denounce their 
peers. The set-up is so clumsy that at least five of the paid informers, who pose as 
demobilised guerrillas, were not even registered as such in the Colombian Agency for 
Reintegration of Armed People and Groups. As such, it is demonstrated that in the south of 
Tolima the only law which is followed is that of the Army, which acts as judge, jury and 
executioner. And alas for those poor souls who oppose the supreme designs of big capital.

2. Dolores

The municipality of Dolores is right in the slopes of the East Andes range of mountains in 
Colom-bia, west of the Huila department, an area rich in water sources and with an 
important coffee pro-duction that sustains many small farmers and peasants who combine 
this crop with other fruit and vegetables. This area is privileged for agricultural 
production and almost anything will grow there. Recently, however, oil has been discovered 
in the municipality and the ?development train?, as president Santos calls megamining 
enterprises, is on the way. While exploitation has not started, pressure against the 
peasantry has already started. Militarisation, generalised abuse against the population, 
arbitrary arrests and displacement is step 1 in setting up the conditions for foreign 
in-vestment. The agrarian organisations denounce that oil exploitation will require 
thousands of peas-ants to be displaced and lose their land; others, those who stay will be 
affected by exploitation that will damage their capacity to grow food and will thus be ruined.

On 9 May 2013, the Colombian Army carried mass arrests against agrarian union organisers 
of ASTRACATOL in different villages of the municipality of Dolores, by order of the Judge 
of the mu-nicipality of Purificaci?n; there the general attorney is accusing the peasants 
of being ?aides of subversion? and of the crime of ?rebellion?, linking them to the 
FARC-EP guerrillas, based on the testimony of the cartel of witnesses on the State?s 
payroll. Funnily enough, the State blames them of being aides of the Front 25th of the 
FARC-EP which, according to the Army has been disbanded two years ago due to heavy combat 
in the region. The peasants arrested, all union organisers, are Ramiro Bazurdo Gonz?lez, 
Guillermo Antonio Cano Borja, Floricel Buitrago Cangrejo, Norberto Garc?a Garc?a, Gonzalo 
Ernesto Pastor Mora, Constantino Mayorga Garc?a, Jos? Guillermo Pa-checo Cruz and 
Edilberto Mayorga Garc?a. Guillermo Antonio Cano Borja is a senior agrarian or-ganiser who 
is in the executive committee of the main small farmers? association of the country, the

charges against them, it has managed to limit their movement, confine them to their 
villages and keep le-gally a surveillance eye on them. In the mean time, the contracts for 
the exploitation of oil are being prepared to lure in the almighty foreign investors.

3. Cajamarca, Anaime

In the municipality of Cajamarca, AngloGold Ashanti is lord and master. They plan a 
project there which they call La Colosa, the biggest gold mine in the hemisphere, and they 
have, for that purpose, appropriated 80% of the municipality?s lands. They have the 
support of the army -local peasants and opponents of the unsustainable mega-mining project 
have been harassed, stigmatised, followed and filmed. For the moment there are no cases 
pending against community leaders in the Comit? Campesino y Ambiental de Cajamarca (the 
Peasant and Environmental Committee of Cajamarca) who have mobilised against the project, 
but attention must be paid to this, because the campaign of criminalisation comes down 
strongly, and AngloGold understands this in terms of the State counter-insurgency 
strategies, because this is the only way they can justify the military course of action 
against the inhabitants of the region.

Proof of this is that on the 22 February in Ibagu? an ?Environmental Citizens Forum? was 
held (in which the disapproval of the community towards the project was evident) and the 
papers captured the exchange of messages between the vicepresident of sustainability of 
AngloGold, Rafael Hertz, and the Chief of Communications of La Colosa, Iv?n Malaver, in 
which one said ?several guerrillas of Anaime have been identified amongst the public who 
oppose (the project)?. To which the other replied ?Perfectly understood?. By November 
rumours were circulating that directors of the company had been saying the army would set 
up camp at AngloGold Ashanti, dispersing those ?guerrillas? and ?rioters? of Anaime. There 
is no smoke without fire.

4. Doima, Piedras.

Given that somebody has to pay the price for ?progress?, the yes-men of AngloGold have 
decided to construct several leaching pools in Doima; they are also going to construct a 
metallurgical plant and a dam to aid the operation of La Colosa. The problem is that the 
residents dared to wonder why it had to be them that paid the price for this so-called 
progress. Additionally, the environmental agency of the Tolima department, CORTOLIMA, 
ordered the suspension of these operations for failing to produce proper permits and 
affecting water sources. But AngloGold continues as if nothing had happened. On the 9 and 
11 April, the villagers were threatened by the army who were guarding trucks belonging to 
the mining company. Later, on the 24 April, during a peaceful protest, they attacked 
members of ESMAD, and arbitrarily arrested a disabled rural dweller.

Meanwhile, the propaganda of AngloGold Ashanti can be observed on giant billboards, full 
of smiles and lies.

Colombia, Anarchist Student Group: 8 and June 9. Recalling Student Day Combative And Revolutionary (ca, pt)

"If you live to be at least to avenge the blood of the many fallen, of the thousands of 
martyrs" ---- - Solano Palacio ---- Rebellion is an act of disobedience against what 
oppresses us speaking in a relentless search for freedom that has been stolen and trampled 
by those with political and economic power, being present in the minds and actions of all 
those who have historically been exploited rising against the ruling classes in their 
revolutionary struggle to build a world without domination or humiliation. This uprising 
of the dispossessed by freedom and equality has been, in many cases, support of students 
reflected in marches, protests and statements showing their solidarity and fraternity (1).

However, the creation of worker-student union that has been repressed by state violence in 
the service of economic mafias, in his mind to accumulate capital, have been silencing 
dissenting voices who take to the streets, take the universities, are organized into 
unions or show a different attitude than desired by bourgeois ideology.

This night showed the June 7, 1929 (2) when the murderous bullets conservative regime by 
Miguel Abadia Mendez pierced the heart of the student libertarian Paez Gonzalo Bravo, who 
participated in the protests that had as main objective to show the dissatisfaction of 
students and other sections of the people against the "thread" (3) while repudiating the 
slaughter against the workers of the United Fruit Company, who fell killed by the 
Colombian military rifles in the service of U.S. imperialism.

25 years later, on June 8, 1954, the State murderer hands Colombian military dictator 
Gustavo Rojas Pinilla end the life of Uriel Gutierrez, National University student, when 
commemorating a march in memory of Bravo Paez. That day, after walking to the central 
cemetery, the students return to the university to spend the afternoon, however, and post 
eviction by the police, would an army truck shooting indiscriminately individuals was 
inside the campus.

The next day, on June 9, 1954, the students from different universities to march would 
Bolivar Square to express their opposition to what happened, but they would be arrested by 
the battalion Colombia (4) up to Jim?nez Avenue, who begins to open fire on the protesters 
giving as resulting murder more than 10 partners (5).

They, along with Bravo Gonzalo Paez and Uriel Gutierrez, will be remembered not only for 
giving his life to the student revolt but by believing in radical social transformation of 
an unjust system that is causing misery, pain and death, then as now, the state and its 
repressive tools at the service of big business, and help to increase and perpetuate 
social inequalities continue chasing, threatening and killing the day students raise their 
voices in public and private universities as organizing barricades fight territories of 
dignity and hope.

You just have to remember the death of Luis Fernando Barrientos in 1973, Jesus Humberto 
Leon Patino in 1984, Tom?s Herrera Cantillo in 1987, Beatriz Eugenia Sandoval Saenz in 
1991, Alfonso Gustavo Marulanda in 1999, Carlos Giovanny Blanco in 2001, Jaime Alfonso 
Acosta in 2002 , Jhony Silva Aranguren in 2005, Oscar Leonardo Salas Angel in 2006 and Jan 
Farid Cheng Lugo in 2011, among others, to understand that the repression of the student 
movement is not over and has been intensifying in recent decades with the and the 
emergence of paramilitary death squad (Esmad) (6) continue to harass critical thinking to 
maintain the status quo in favor of the criminal oligarchy and imperialism abroad.

But the events of 8 and June 9 coupled with state crimes should strengthen us in our fight 
for a decent education conquered through a radical commitment toward a libertarian society 
characterized by structural changes in the socio-economic and current political. Just as 
the murder of Bravo P?ez the late twenties we must remember the importance of the alliance 
that should exist between the student movement and other social sectors exploited, because 
today more than ever indigenous, peasants, workers and unemployed have taken to the 
streets and fields to protest against the neoliberal model, therefore, it is our duty to 
support them dignified rage fueling.

Finally, it is worth remembering that the commercial college kneeling to the dictates of 
big capital must be demolished in order to build a university in the service of the 
oppressed society by providing critical minds and transformative, and not entities that 
determine their existence in achieving a carton.

Colombia, Bogota, Love in the time of liberation (ca)


We cordially invite you to our Libertarian Chair No 22 (THE LOVE IN THE TIME OF 
LIBERATION: Feminist Perspectives and libertarian), which will address various issues 
related to the importance of love while we organize in search of freedom. In that sense, 
the everyday and politics, understood as the construction of new subject, becomes very

Colombia, Constitutive Declaration of the Anarchist Students Group GEA (ca)


After the last wave of student mobilization in the second semester of last year shook the
country, and after more than four months of grassroots activism, discussions and
programmatic approaches, a group of students from public and private universities in the
cities of Bogota and Facatativ? have been the Anarchist Student GEA Group, a new student
organization libertarian and revolutionary class, which aims to combat the current model
of banking education and authoritarian and contribute to building a libertarian and
popular education. Conscious of the need to organize to fight, these are the basic
guidelines of our bid: ---- 1. The GEA is a broad social and political grouping of
anarchist character, open to all students of non-formal education, secondary, technical,
technological and university share their proposal and program.

Taking as a fundamental base work with students walk, proposes to fund the construction of
a revolutionary-minded social anarchism, libertarian student organization that energizes
powerful educational struggle, a united student movement, fighting and raised on the
direct democracy and a working class and a strong people.

2. We define ourselves by the following political principles: a) The Libertarian Communism
as strategic horizon, and the fight against the principle of authority, the State and
Capitalism b) The class struggle, c) organized direct action, d) The student unit with the
workers and the people, f) Internationalism and anti imperialism, g) Feminism popular and
defense of sexual diversity. h) The multiculturalism and anti-racism i) social
environmentalism.

In the same vein, the organizing principles around which we structure we are: a) The
asamblearismo Federalism and horizontal, b) Self-criticism and devoted commitment, c)
autonomy and self-management, d) Collective action based on agreements political and
tactical, e) memory, research and comprehensive training, f) Solidarity and mutual
support, g) and libertarian ethics.

3. We activate social fields in three different but complementary: The first student
itself, the second that of education and pedagogy, and the third social field struggles
and social movements in general. That for which we fight today morning wanting to move
towards a libertarian, that is our platform of demands, is summarized as follows:

Student: For the freedom of thought, the defense of life, ethnic, sexual and cultural
well-being by, egalitarian and controlled by girls and women, by material conditions for
research, teaching, access and remain in formal education, for differential rate in urban
and regional transport, by linking educational practice with the realities and needs of
the oppressed, for union with the struggles of other social sectors, and direct control
students and workers of the educational process.

Education: For a real and effective triestamentalidad for the full rights of teachers and
education sector workers, respect union rights and their direct and decisive participation
in institutional decisions, for the welfare of the school community full and free access
and universal to all educational institutions, for a decent education, free public service
of the workers, linking scientific knowledge and ancestral integrates theoretical and

the processes of popular education and liberation, against the culture of schooling and

homophobia, against free trade, privatization and neoliberalism, social services, public
and universal under workers control, labor exploitation, by improving the living

mega-projects and in defense of the Earth and nature, against the criminalization of
protest in defense of critical thinking and social freedoms, for improving the living

the prison system against mistreatment of nonhuman animals and respect for the dignified
life free of them, for solidarity with all struggles of peoples worldwide, by the free
movement of people and internationalism libertarian.

4. We recognize ourselves as continuing the anarchist and syndicalist movement powerful
that existed in Colombia in the 20s of last century, which was raised by that time, the
importance of workers enter the unit, the students and the people. It also inherited the
legacy of student activism Base Workers libertarian who developed in the 70s, The Heretics
Utopian and Student Action Group in the 80s, AK Kombate anarchists and Cultural Project
PCAX Xue Wings in the 90s and the Friends of Lopez Virus and Student Press in the early
2000s, always with revolutionary and anti-authoritarian perspective, in connection with
broader social struggles. We resume this rich history lessons and experiences to think and
act better about our own present and build for the future a draft solid libertarian
organization among students.

5. We consider sisters struggle to varied experiences and libertarian student
organizations in Latin America and the world, given the fight a liberating education and
dignity for the people. We intend to move forward, to the measure of our strength, to
building an international current of libertarian students, that in connection with all the
struggles of the oppressed, will become increasingly strong and unified.

Peace for Colombia by Javier Orozco Pe?aranda (ca)


Time for a bilateral ceasefire, as the noise of shelling and gunfire and the screams of
the victims were not allowed to talk, and it is imperative to address and resolve the
structural problems that fuel the Colombian war. ---- Peace for Colombia ... ---- Hope
arouses the notice of initiation of the "exploratory talks" in Havana, between the FARC
and the Colombian government led by Juan Manuel Santos Calderon. Should also realize them
with the ELN and the EPL. ---- These approaches prove the failure of the proposed military
defeat of the guerrillas devised by the U.S. government, known as Plan Colombia. Over ten
years of a high-intensity war, with latest equipment technology, and advised by experts to
be financed, leaving a balance of serious violations of human rights of the civilian
population that remains resistant wild-organized capitalism and down some senior of the
insurgency, especially the emerging leaves very beaten rule of law.

Neither propaganda nor the huge armed apparatus, managed to defeat meant industrial and
military power of the empire and the most violent of the oligarchy.

Time for a bilateral ceasefire, as the noise of shelling and gunfire and the screams of
the victims were not allowed to talk, and it is imperative to address and resolve the
structural problems that fuel the Colombian war.

Issues such as political exclusion of the green left, the unequal and violent
concentration of land ownership, income and income in a few hands, the extermination of
indigenous and black communities to make way for monoculture projects and multinational

To talk peace with social justice, which is the only peace with the possibility of being

political agenda. This approach is not free and comes from a willingness of the president:
it is obvious that the thesis of the "end of the end" without merit and that the Plan
Colombia peaked. Although the signing of this agreement is a positive development, we can
not be overly optimistic, far from triumphalist, thinking that "peace", by itself,
represent a triumph for the popular sectors and their historical claims, blocked by blood
and fire for over half a century, from the State. We must be fully aware that the road to
an eventual negotiation process is fraught with setbacks and that there are substantial
differences, background, on the issue of what to expect from these negotiations or what is
meant by that word of mouth all, "peace."

with the FARC-EP in Cuba, seeking to channel support for far-right project [1], was
sufficient to generate a groundswell of opinion in favor of these approaches, coming out
the shot by the butt. Santos, towards the subject, was handled with great secrecy but
today TeleSur has already given the news of the million: FARC-EP have signed the beginning
of a peace agreement with the Colombian government. [2] Expectations are high when Gabino
few days ago, the top commander of the ELN, said to be willing to join a dialogue
initiative to take part in the FARC-EP [3]. Statement of great importance since among the
lessons of the past, is that it is not possible today in parallel negotiations with the
various expressions of the Colombian guerrilla movement. At times I write these notes, we
await the official announcement about Juan Manuel Santos.

This approach is not free and comes from a willingness of the president: it is obvious
that the thesis of the "end of the end" without merit and that the Plan Colombia peaked.
The insurgency has responded to the challenge posed by the advance of militarism and a new
cycle of social struggles threatens the deteriorating political situation in the medium
term, to a level that is difficult to control for the oligarchy. The political scene
seems, sometimes, dangerously volatile. Moreover, not surprising the will of the
insurgency to approach the negotiating table: first, because it is an insurgency that has
been raised for 30 years, in every shade possible political solution to social conflict
and armed, and partly because the insurgency has improved markedly in recent years its
position of strength, not only militarily, but above all, political.

Beware of the delusions


Although the signing of this agreement is a positive development, we can not be overly
optimistic, far from triumphalist, thinking that "peace", by itself, represent a triumph
for the popular sectors and their historical claims, blocked by blood and fire for over
half a century, from the State. We must be fully aware that the road to an eventual
negotiation process is fraught with setbacks and that there are substantial differences,
background, on the issue of what to expect from these negotiations or what is meant by
that word of mouth all, "peace." We must be fully aware that the oligarchy which is traded
is the bloodiest of the continent and not come to negotiate for a sudden change of heart.

While all the social organizations argue that peace is much more than a cease-fire, but
would be the collective resolve structural problems that cause violence, the State is
still a matter of demobilization, reintegration and discussion legal formalities related
[4]. Santos wants "a 'peace express', summary, mechanical. The clandestine want, without
the presence of the crowd, no civil society, no organizations. He wants no reforms, no
changes whatsoever in the national society. For him it is sufficient legal framework that
was recently approved and perhaps the regulations may deal with difficulty in a Senate
hostile to it quickly removes the imminent electoral process "[5].

Santos has maintained an ambiguous position with the issue of peace: one hand to hold the
keys to peace, one day you will lose and the next day are in a safe, and secondly, the
dirty war deepens, by strengthening the militarization of rural communities (called
Territorial Consolidation plans) by strengthening the blows to middle of the insurgency
and a prosecution strategy of "support networks" of the guerrilla movement that subjects
the judiciary to counterinsurgency project needs (Plan essence Sword of Honour), and
finally, by strengthening impunity for actions of armed forces within a systematic
strategy of state terrorism (the resurrection of the military justice called , agreement
reached with Uribe Santos recently).

From the perspective of Santos, peace and war are nothing but strategies to impose an
unsustainable neoliberal economic and social project, based on the Plan (Sub) National
Development santismo, whose pillars are agribusiness and megaminer?a. If we can turn this
opportunity to open negotiations on a space from which to promote social change demanded
by the Colombian people, depend on the ability of pressure and mobilization of the people
themselves, and such will happen despite the state, not because of it .

Peace? What peace?


There is one thing that the ruling bloc keeps track. Is that negotiations with the
insurgency today is not the same as the 1990-1994 negotiations. Here there are no
organizations whose ideological spectrum is a radical liberalism, we are not facing
weapons reformist groups, whose address is taken over by the "socialbacaner?a", nor the
political demands of these insurgent organizations will be met with promises of
constitutional reform or cosmetic generous guarantees to demobilize, or accept an "agenda
restricted". We are in revolutionary movements representing the poorest of the poor. We
are facing guerrilla movements that represent the historical aspirations of the peasantry
was always under all initiatives of "peace." We are facing insurgents whose feet are
confused with the land they walk. We face those who had nothing and deserve everything.

Nor are defeated militarily before groups like those demobilized in 1990-1994, but we are
deeply rooted in organizations with large parts of the country, with operational
capability in almost all the national territory, with a renewed ability to hit the armed
forces of State, in large parts of the country, the insurgency is an inescapable political
reality, a real dual power that is legitimized in other communities trampled by
consolidating territorial army and paramilitary scourge. Although you want to convince you
otherwise some commentators [6], if the insurgency today is because trading can negotiate,
because it has strength and ability to do so. Well known in the presidential palace that
demobilization and accountability desired by the Uribe is not a policy option.

This is recognized in an August 25 article in The Spectator:

"It is clear that the FARC are not an easy partner. They want to reform, whether based on
the Land Law and the Law of Victims; intend to discuss the hiring with multinational oil
and mining, require political space to move towards a more democratic, and believe that
peace today also involves optimal management of the environment. The rest are details such
as the unshakable realize that if a negotiation, must be done in the country. "[7]

It is only obvious that the discourse of the FARC-EP as a "terrorist", "bandolerizada",
"Gone drug cartel", "lumpenizada" is unsustainable, pure propaganda, even though they may
question certain methods used. Nobody in their right mind can deny that all aspects of the
insurgency claims (land, natural resources, democracy, environment, education, health,
social security, etc..) Are crucial issues, where government policies and watering
requiring the widest participation of the whole society. The insurgency and take these
issues become inseparable elements of the advancement of any attempt to overcome the
social and armed conflict in the bud, is a nightmare for the most recalcitrant of the
oligarchy. Not the alleged bandolerizaci?n of the insurgency, so ballyhooed by the
official media, which terrifies the oligarchy, but its political and revolutionary
character, and their ability to articulate the demands of different social sectors.

That is why the ruling bloc known that the great struggle that comes forward is on the
political, rather than military. Entrepreneurship spokesmen have spoken in favor of a
molded restricted bargaining agenda in negotiations with the M-19, ie a negotiation
without structural changes [8]. They hope to get out of the negotiations with the fewest
possible concessions and reforms, and know that this puts them at odds not only with the
insurgency, but with an important sector of organized people. For this, we must be alert
to the resurgence of the dirty war and attacks against the people's organizations fighting
for social change that have traditionally accompanied the dialogue process in Colombia.

Runs momentarily military strategy


But although much suspicion that oligarchy has opened the door to negotiations, surely end
up in a national debate over conflicting projects of country, also known to persist in the
course warmongering is put the rope around his neck, the insurgency is strengthened and
today there is an escalation of social conflict and popular mobilization across the
country, that to persist, could seriously threaten the hegemony of the ruling bloc. The

for a potentially explosive situation.

Negotiate with the insurgents can serve the oligarchy, in their most optimistic
projections, for peace that will further neoliberal neoliberal project agro-extractive,
reducing resistance levels at least insurgents project. In a survey made by the Colombian

negotiating agenda that includes structural reforms and with multiple actors, as in the
Caguan. They prefer a restricted disarmament, demobilization and reintegration in which

In less optimistic projections of the oligarchy, the negotiations would serve the least to
gain time and prepare to meet, more lethal and efficient, the next cycle of violence
looming over the horizon. Such was the real intention of the Pastrana government to face
the process of negotiations San Vicente. Pastrana himself, speaking of peace, while
negotiating the Plan Colombia and he unleashed paramilitary tool State, cynically admitted

"[The] Plan Colombia (...) [us] allowed to sit at the negotiating table in initial
disadvantage, virtually unarmed, with the certainty that he would have to conclude, after

war and for peace. "[10]

In both cases, whether the oligarchy seek to pacify the country without substantial
changes, or whether seeking to buy time to continue with the business of war, any peace
that is achieved will be short-lived, is just the calm that precede the violent storm that
arreciar? the hand of the excluded, the dispossessed, the abused, the oppressed. And it is
they who must be mobilized to impose the necessary structural changes will of background:
the wind is in your favor now, as popular mobilization is rising and there is a healthy
trend for the struggling unit. These two factors favor the possibility that the popular
block becomes a factor in the negotiations, especially when the ruling bloc has internal
contradictions, without being antagonistic, are quite sharp and will generate a crisis of
hegemony.

The "enemies (not so) crouching" Santoyo and contradictions interbourgeois


The hegemony of the ruling bloc, established for almost a decade of Plan Colombia and the
misnamed "Democratic Security" (which was a continuation Santos), is affected not only by
the growing mobilization and popular discontent, but by erosion unit of the ruling bloc.

elements of the military, farmers, and the narcoburgues?a gamonalismo, all of which are in

The columnist Alfredo Molano, a few months ago, I analyzed this contradiction in the
ruling bloc and the impact of a possible negotiation process:

"The president is left easier to negotiate with the guerrillas that the military,
entrepreneurs and defeated bosses not to end in another Caguan. It was that lack the real
obstacle to negotiations between Pastrana and Marulanda. The former error was not clearing
30,000 kilometers, was not previously have negotiated with the military establishment and
the price that these two powerful forces were willing to pay. "[11]

While deepening the crisis of hegemony of the power bloc, and while advancing popular
struggles and the insurgency, it would be foolish to not react Santos agitation that
conducts Uribe in barracks and work within the establishment polarization . Neither Santos

destabilizing factor. They all supported Uribe as he served them and helped them rebuild
the battered hegemony of a decadent oligarchy. But neither imperialism nor the oligarchy

"disposable".

movement in Colombia is part of a major cumulative struggles in Colombia, and even if you

neither insurgency nor any expression of Colombian popular movement can take the exclusive
representation of the popular movement.

The insurgency has manifested itself many times in agreement with this position, which
they see as consistent with their historical postulates. In response to Professor Med?filo
Medina, the commander of the FARC-up EP, Timoleon Jimenez, explains the meaning of the
political struggle, "for power to the people" of this communist guerrillas: "Neither [the]
program Agrarian, nor in any subsequent document of the FARC to date, has ever raised that
as military political organization our goal is to take power after winning a war of
positions to the Colombian Army, as is repeated over and over again for all those who
insist in pointing the impossibility of that objective. From birth we conceived FARC
access to power as a matter of stirring and moving crowds. "[13]

In that line, that article of the Spectator clearly pose as a problem for the negotiation,
that:

"Beforehand we know that one of the difficult aspects is the agenda of the FARC. In this
regard, it is clear that in principle the claim of civil society guerrillas put him to the
question. That is, social movements, academic or political minorities have the same
spokesperson who may have economic associations. So the movement called the Patriotic
March may become prominent. It's about creating political spaces where discussion is not
limited only to the standoff between the government and the guerrillas. (...) On the
subject of Cauca FARC have a clear thought: if you get to give a peace process with the
government, the natives of that department must have a special spokesperson at the
negotiating table. "[14]

It is necessary that the people claim and demand their right to take part in this process
and turn it into a national dialogue in which they discuss the country projects that are
confronted in a conflict that is not only armed, but primarily social. On the political
solution, the same commander Timoleon Jimenez response states that it:

"Can not be understood as a restatement of the existing order. It is not that repentant
guerrillas previously discredited and extreme surrender their weapons, are subject to
legal and media derision, then, with the sword hanging by a thread over their heads, to
enter the market of partisan politics in order to choir official lies. Of what it is to
rebuild democracy rules for discussion ideas and equal opportunity programs. Without the
risk of being killed when I get home. O disappeared and tortured by a mysterious black
hand already announced there, as those dark forces that exterminated the Patriotic Union
under the impassive gaze of the Colombian political class. It is right to open and free
public debate on these issues, you can discuss these issues without being overwhelmed
immediately by concerted information monopolies. "

There are people who put him into these negotiations, but the oligarchy bothers see both
patirrajado monopolizing political debate, land reserved for two long centuries of
Republican elite golden, a dying and decadent strains whose last names are repeated over
and over again occupy all positions of power. These surround the space, bring the
political debate on peace and war, on political and economic model to all public places in
Colombia, to all faculties and schools at all workplaces, mines and rural villages. It's
using this debate to promote a national project to collect and harmonize the most pressing
demands of all sectors today popular fighting economic model of death and plunder imposed
by the above.

The announcement of the start of this new journey in search of a political solution,
should not mean you have to demobilize the people. Quite the contrary, indicates that it
is time for the people to come out to fight even more decisively, the deepening social
mobilization and the strengthening of the unity of the people spaces in struggle. We
surround, more than ever like the patriotic march expressions to prevent another genocide
and protect the spaces from which the mobilized people feel their voice and their
commitment to a new society. We support the struggles of peasants, workers, political
prisoners, who are now in disobedience and strikes throughout the country. We demand an
end to the stigmatization, persecution and detention of social activists. We must demand
the lifting of the nickname "terrorist organizations" to the insurgents in order to ensure
optimal conditions for the frank and free. We must demand that this initial agreement is
advancing a bilateral ceasefire and to dismantle the paramilitaries as a way to protect
the life and integrity of the people who today must become the key player in this process.

Only popular mobilization ensure that the peace process is on the horizon with the
structural completion claiming broad sectors in Colombia. And in light of the enormous
challenges posed by power, the struggle for peace will be nothing less than a struggle
openly revolutionary. It's time to speak out about the revolutionary nature of this
struggle, which involves the comparison of a model based on exploitation, plunder, death
and exclusion, with a model that grows in the hearts of the people, based on inclusion,
respect to communities and the environment, of sustainability to protect the life, dignity
and self-determination of people. It is nothing more nor less than the type of Colombia
that wants to build what is at stake.

Colombia: CNA-From Inside calls generate international solidarity with the day of disobedience - press release by Anarchist Black Cross


CNA-GB Note: I wrote this little text the beat of the CNA-from within, we join in this
document and in various latitudes expect men and women who are in struggle against
prisons, capital operation and do acts solidarity and defiance with compas both CNA-from
within and for political prisoners, prisoners of war and social prisoners who are on this
journey. ---- 40 Colombian jails enter civil disobedience ---- Beginning on 21 August of

VRIJHANDELSAKKOORD EU-COLOMBIA: EEN BEDREIGING VOOR DE GEZONDHEIDSSECTOR




Het vrijhandelsakkoord (Tratado de Libre Comercio, TLC) waarover Colombia en de Europese Unie momenteel onderhandelen zou een negatieve invloed kunnen hebben op verschillende economische sectoren zoals onder andere de gezondheidssector. Het is belangrijk om te begrijpen hoe het vrijhandelsakkoord de toegang tot medische zorgen zou kunnen doen afnemen terwijl gezondheid een basisrecht is voor iedereen.


Mauricio Torres Tovar, dokter en lid van de Nationale Beweging voor Gezondheid en Sociale Zekerheid in Colombia, uit zijn mening over het onderwerp in zijn artikel ”TLC y salud: vuelta de tuerca al modelo neoliberal” (Het TLC en gezondheid: een versterking van het neoliberale model). Het artikel beschrijft de farmaceutische multinationalindustrie en haar invloed op het recht op gezondheid. Het volledige artikel in het Spaans kan u hier lezen.

Toch willen we enkele interessante punten aanhalen die onze aandacht hebben getrokken.

Debat over de productie van medicijnen

Momenteel woedt er binnen het Colombiaanse Ministerie van Gezondheid en Sociale Zekerheid een debat over de reglementering van het gezondheidsregistratiesysteem voor biotechnologische geneesmiddelen
1. De verschillende actoren die hierbij betrokken zijn kunnen we in twee groepen opdelen.
Enerzijds de farmaceutische multinationals, die verbintenissen aangegaan zijn met enkele doktersverenigingen van het land (sectoren van de Nationale Academie voor Geneeskunde en van de Colombiaanse Vereniging voor Reumatologie). Deze laatste stellen technieken voor die voorkomen dat de biotechnologische medicijnen, eens hun patent verstreken is, kunnen gereproduceerd worden als generieke medicijnen. Hun voornaamste argument stoelt op het feit dat de veiligheid, de doeltreffendheid en de kwaliteit van de geneesmiddelen moeten primeren op het stimuleren van concurrentie.

Anderzijds, de sector van de nationale industrie voor geneesmiddelen, de Colombiaanse Medische Federatie, sociale organisaties en patiëntenorganisaties en enkele academische sectoren. Zij vragen dat de biotechnologische medicijnen door meer bedrijven kunnen vervaardigd worden. Dat zou paal en perk stellen aan het monopolie, wat een prijsverlaging van enkele medicijnen met zich zou meebrengen. Het zou ook de wetenschappelijke en industriële ontwikkeling van het land stimuleren en het recht op gezondheid in Colombia verzekeren.

Er zijn enorm veel voorbeelden die wijzen op het belang van deze sector en de voordelen die deze met zich meebrengt voor de betrokkenen. Een voorbeeld, door het vorderingsprincipe2 zijn de prijzen van enkele medicijnen exhuberant hoog. Voor medicijnen voor de behandeling van kanker zoals bijvoorbeeld «trastuzumab» betaal je 150% meer dan in Costa Rica. Het geneesmiddel humira, voor de behandeling van reumatoïde artritis, kost 173 % meer in Colombia dan in het Verenigd Koninkrijk.

Het Vrijhandelsakkoord en de intellectuele eigendom in het voordeel van de farmaceutische multinationals

Het vrijhandelsakkoord zou deze dynamiek versterken, want het verzekert de perfectionisering van de vrije markt politiek en de privatisering van publieke goederen. Dit zou de zakenwereld van deze landen ten goede komen, maar niet het algemeen welzijn van de meerderheid van de bevolking en van het merendeel van de productiesector in Colombia. De garantie op het recht op gezondheid komt op de helling te staan, voornamelijk door het stimuleren van de privatisering van gezondheidsdiensten en de oplegging van patenten op essentiële medicijnen.

Het zou ook een achteruitgang betekenen van de werkomstandigheden voor de arbeiders in de gezondheidssector. Zij zouden minder verdienen, hoewel ze harder zouden moeten werken.
Deze gevolgen kunnen leiden tot een braindrain vanuit de gezondheidssector wat de beschikbaarheid van talent op het gebied van gezondheid in het land kan doen afnemen.

De rechten op intellectuele eigendom die versterkt worden door het vrijhandelsakkoord hebben een positieve uitwerking voor de farmaceutische multinationals. De rechten versterken immers hun productie- en commercieël monopolie wat een prijsverhoging van de medicijnen met zich meebrengt. Een behandeling voor AIDS met HIV-remmers met patent, bijvoorbeeld, kost $ 12.000 per jaar terwijl generische medicijnen zonder patent $ 420 per jaar kosten.

Bovendien trachten de farmaceutische multinationals, met het vrijhandelsakkoord, meer binnen te rijven dan ze al hebben via het volgende:

patenten van langer dan 20 jaar
patenten op tweede gebruik (wanneer men een tweede farmacologische eigenschap bij een medicijn ontdekt, kan men een nieuwe patentperiode aanvragen)
de exclusieve bescherming van gegevens
het verbod op parallelle import
Oplossingen?

Er is nood aan een betere staatsregeling op gebied van de productie en de verkoop van geneesmiddelen die het openbare karakter van deze goederen erkent. Dit zou in het voordeel van de volksgezondheid zijn en niet in dat van de zakenlui in de gezondheidssector.

Het is ook van belang dat mijn land een nationale politiek ontwikkelt en:

het gebruik van essentiële3 en generieke medicijnen stimuleert en niet de merkgeneesmiddelen en de enorm gespecialiseerde medicijnen.
een wetenschappelijk en technologisch onderzoeksbeleid uitstippelt voor geneesmiddelen waardoor het land medicijnen kan produceren die aangepast zijn aan de eigen noden.
zich richt op bewustmaking en zo aan zowel dokters als patiënten het belang aantoont van het voorschrijven en aanvragen van essentiële en generieke medicijnen en niet van merkmedicijnen.
Intal positioneert zich, samen met de Peoples Health Movement America Latina, de partnerorganisatie van G3W, tegen dit vrijhandelsakkoord dat het recht op gezondheid bedreigt.

Wij zeggen Neen aan het vrijhandelsakkoord tussen Europa, Colombia en Peru en Ja aan het recht op gezondheid van iedereen.

DE COLOMBIAANSE VAKBONDSCENTRALE CUT HER-BEVESTIGT HAAR AFWIJZING VAN HET VRIJHANDELSAKKOORD

De voorzitter van de vakbondscentrale CUT in Colombia bevestigt opnieuw hun afkeur van het vrijhandelsakkoord met Europa.

Een, en zelfs de belangrijkste reden is de assymetrie die er bestaat tussen de Europese en Colombiaanse economieën. Een vrijhandelsakkoord in deze omstandigheden draagt bij tot het kapitaal van transnationale en multinationale bedrijven, die meermaals betrokken zijn bij mensenrechtenschendingen. Hun standpunt wordt gesteund door de Vakbondsconfederatie van de Americas, CSA.

Ze stelt wel duidelijk dat ze niet tegen handelsrelaties is met Europa, zoals ze altijd al hebben gehad, maar dat er geen nood is aan een "vrij"handelsakkoord.

Het geweld tegen vakbondsactivisten blijft. In 2011 werden 29 vakbondsleiders vermoord, dit jaar al 7. In de 25 jaar dat de CUT bestaat tellen ze 3000 moorden op syndicalisten, met een straffeloosheid van 90%.

De CUT vindt het ongehoord dat Colombia de arbeidsnormen van de OIT niet toepast, deze zijn zelfs niet bekend, ondanks het feit dat Colombia verschillende internationale mensenrechtenverdragen getekend heeft. Aanbevelingen van de OIT missie van februari 2011 blijven dode letter.

Clausules rond mensenrechten ea in dit vrijhandelsakkoord bieden dus GEEN oplossing. Waarom zou er nu wel de politieke wil zijn als dat in het verleden niet het geval was.

De CUT roept op voor internationale solidariteit om de situatie van Colombia duidelijk te maken en zich samen in te zetten tegen een neoliberaal ontwikkelingsmodel dat honger en armoede zaait in heel de wereld, en ook in Latijns-Amerika. De CUT bevestigt haar afwijzing van dit vrijhandelsakkoord!

The International Campaign to Stop Rape & Gender Violence in Conflict has brought together the world’s female Nobel Peace Laureates, international advocacy organizations, including Human Rights Watch, groups working at a community level, and individuals like you – all in a coordinated effort for change.
